Operations Manager Country Launch & Expansion (Merchant & Eater Operations)
About the Role
We are seeking two experienced Operations Managers in EMEA to launch new countries for Uber Eats. Denmark, Norway, and Finland have already been announced for 2026. You will be responsible for building new country operations from the ground up-driving the end-to-end delivery of complex, cross-functional initiatives with broad stakeholder engagement.
These roles will be supporting the full launch execution, ensuring a seamless journey from initial planning to scaling full-scale operations. One role will focus on building, executing and improving consumer operations go-to-market strategies, while the other will focus on merchant operations go-to-market strategies. This is a highly challenging opportunity with significant scope, visibility, and impact across Uber's EMEA organization.

- \[Consumer role\] Lead new market launches by setting up and executing end-to-end consumer acquisition from scratch, activating local partnerships and channels to drive first Uber Eats orders, while also supporting foundational tech and ops work such as initial pricing and fee structures for new markets. Lay the groundwork for engagement through early CRM and promotional campaigns, with a lighter focus on early optimization and learning.
- \[Merchant role\] Own merchant launch execution for new markets by designing and operationalizing the full merchant lifecycle - from acquisition and onboarding to retention and growth. Establish commercial strategy and sales infrastructure (pricing, quotas/SIPs, hiring, training, payroll), enable merchant tech and systems (POS, SSU, ads & offers, onboarding flows), and deliver localized education and collateral to drive early productivity. Partner cross-functionally to ensure scalable, compliant merchant operations at launch.
- Build new countries from the ground up, collaborating with legal, policy, product, and tech teams to fully scope and execute all launch activities
- Drive the flywheel of growth, taking markets from pre-launch through launch and scaling them into sustainable, high-performing operations
- Coordinate complex, cross-functional workstreams, ensuring alignment, visibility, and accountability across a diverse set of stakeholders
- Anticipate and mitigate risks, designing solutions that enable smooth launch execution while safeguarding compliance and operational excellence
- Continuously refine launch playbooks and best practices, helping scale successful models across new markets in the region
What You Will Need
- 4+ years of experience supporting complex, cross-functional projects (operations, consulting, or market expansion).
- Solid analytical/problem-solving skills; comfortable with SQL or similar data tools.
- Able to work with Legal, Policy, Product, and Tech to help deliver large initiatives.
- \[Consumer role\] Strong communicator with an eye for detail, able to craft compelling user-facing CRM and manage partners across cities, combining stakeholder savvy with a rigorous, data-driven mindset and solid analytical skills (Excel/Sheets; SQL a plus).
- \[Merchant role\] Thrive in fast-paced, ambiguous environments by solving complex problems, building scalable processes, and using data-driven judgment to make sound decisions. Communicate insights clearly and influence cross-functional partners through strong collaboration and stakeholder management. Skilled at Excel/Sheets and SQL. Previous merchant or onboarding knowledge is a plus.

- Exposure to launching or scaling new markets, products, or cities in high-growth, regulated settings.
- Strong stakeholder coordination skills; helps align senior partners across functions.
