Manager, IT Financial Risk Management - Payments Compliance
This is a hybrid role (50% in office) and you must be located in, or willing to relocate to, San Francisco.
The Financial Risk Management Advisory team plays a critical role in safeguarding Uber's financial integrity and ensuring compliance with the regulatory bodies. As a member of this team, you will be at the forefront of addressing emerging risks pertaining to payments compliance and maintaining the trust of our stakeholders. You will work to assess, evaluate, and improve internal controls related to regulated entities, in alignment with Uber's commitment to doing the right thing and upholding the highest standards. This team is essential in upholding Uber's core values of putting people first, acting with integrity, and being bold in our approach to risk management.
About the Role
As part of this team, you proactively identify gaps and failure points in existing risk frameworks and find innovative solutions to guide our regulatory teams to strengthen the compliance landscape. You identify and design efficient controls and work with teams to achieve compliance across the organization.
What You'll Do
- Strategic Leadership: Execute the overall compliance strategy, aligning with Uber's Financial Risk Management objectives and business goals.
- Program Management: Lead the planning, execution, and monitoring of the regulated entities program for the relevant compliance areas, ensuring timely completion of all activities and deliverables.
- Risk Assessment: Oversee the identification and assessment of regulatory risks for the relevant areas, and ensure appropriate controls are in place to mitigate those risks.
- Control Validation: Evaluate the design and operating effectiveness of internal controls over compliance for IT controls, including collaboration with BP control specialists.
- Stakeholder Management: Build and maintain strong relationships with key stakeholders, including internal and external auditors, and control owners across Engineering, Product, Legal, and Finance.
- Deficiency Remediation: Manage the identification, tracking, and remediation of control deficiencies, ensuring timely resolution and adherence to compliance requirements.
- Continuous Improvement: Drive continuous improvement initiatives to enhance efficiency and effectiveness. Partner with FRM's Compliance Engineering team to design and implement scalable, technology-enabled solutions (including AI) that enhance control monitoring, reduce manual effort, and improve audit readiness.
- Team Leadership: Lead, mentor, and develop your direct reports, fostering a culture of collaboration, accountability, and professional growth.
- Emerging Regulations: Stay abreast of changes in regulations and compliance strategies, provide guidance to regulated entities, conduct current state assessments, and develop control readiness accordingly.
- Audit Tools and Techniques: Oversee the utilization of audit software and tools to enhance the efficiency and effectiveness of testing and monitoring.

Basic Qualifications
- Bachelor's degree in Information Systems, Computer Science, Accounting, or a related field.
- 6+ years of relevant experience in internal audit, risk management, or public accounting (Big 4 experience is a plus).
Preferred Qualifications
- Experience with projects or programs involving regulatory control framework across payments (PSD2, DORA, EBA), FinCrime (AML/CTF, Sanctions), and Content Privacy (GDPR).
- CISA, CISSP, CPA, or other relevant professional certification is highly preferred.
- Ability to design and operationalize payments compliance frameworks from inception, ensuring alignment with global regulatory standards and integration of controls across technology and business functions.
- Prior experience auditing or operating within platform-based technology companies, particularly those with distributed systems architectures such as microservices, containerized environments (e.g., Docker, Kubernetes), cloud-native platforms, and API-driven services.
- Ability to apply strong analytical and critical thinking to evaluate complex issues, make sound judgments under pressure, and translate compliance concepts to effectively influence senior engineering and business leaders.
- Deep operational insight into Uber's marketplace and strategic goals, coupled with the resilience and flexibility required to adapt quickly to constantly changing global regulatory requirements.
- Unwavering ethical judgment and integrity, with a commitment to upholding the highest standards of professional conduct and compliance.
For San Francisco, CA-based roles: The base salary range for this role is USD$160,000 per year - USD$178,000 per year.
