Duties
This Transportation Security Specialist (ROC) position is located in Security Operations (SO), Compliance (COMP) division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
- Advanced knowledge of TSA policies, regulations, processes, and procedures as well as International Civil Aviation Organization (ICAO) Standards and Recommended Practices sufficient to serve as the Compliance technical expert within integrated project teams and promote International Compliance equities within the project teams.
- Knowledge of the relationships among security components and programs within Department of Homeland Security (DHS), TSA, other Federal agencies, international organizations, and non-governmental entities that impact security operations and programs especially those involving commerce, transportation, and law enforcement programs.
- Knowledge of aviation security policy development in order to propose, write, and finalize modifications and new policies, and advanced knowledge of international security programs and policies in order to understand holistic ramifications to programs and react appropriately within aviation security programs.
- Skill and ability to establish and maintain professional contacts in addition to liaising sufficient to represent TSA as a principal technical specialist on projects, programs and other work activities and provide technical guidance to managers and staff concerning aviation security, inter-governmental, and intra -governmental cooperative agreements.
- Practical knowledge of all U.S. laws, regulations, acts, executive orders, and/or agreements that govern aviation security directly related to conducting U.S. and foreign air carrier inspections, including international transportation security standards, policies, and programs of ICAO, to provide policy guidance on complex transportation security issues, evaluate and assess trends, and serve as a technical resource to senior leadership and other TSA staff.
- Knowledge of international aviation security standards, policies, and programs as they relate to direct service to/from foreign locations to/from U.S. airports.

- Must be available for duty worldwide, including areas or locations that may be dangerous and may have to tolerate austere living conditions.
- Work may require driving or traveling by motor vehicle and occasionally involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.
- Foreign travel is required and may be extensive (60-85% of the time).
- Must have successfully completed the Aviation Security Inspection Basic Training Course (or equivalent).
- This position is contingent upon successful completion of the Foreign Airport Assessment and Inspections Course (FAAIC).
- Position required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct.

Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Conducting air carrier or cargo aviation security inspections; and
- Applying U.S. aviation security laws, regulations, acts, executive orders, or agreements to conduct U.S. and foreign air carrier inspections; and
- Utilizing knowledge of international aviation security standards, policies, and programs as they relate to direct service to/from foreign locations to/from U.S. airports.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
