Supervisory Transportation Security Specialist (Director ROC)

Duties

This Supervisory Transportation Security Specialist (Director ROC) position is located in the Regional Operations Center (ROC), International Operations, Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS).
Duties include but are not limited to:

• Using advanced technical knowledge and experience, oversees the implementation of the Foreign Airport Assessment Program and international regulated entities inspection programs within the assigned Area of responsibility (AOR).
• Provides direct management guidance and supervision for International Transportation Security Specialists stationed at the Regional Operations Center (ROC).
• Oversees all aspects of the International Compliance program within the assigned AOR to ensure that work processes toward achieving goals and objectives, assesses short-and long-term resource requirements and advises leadership on ways to address these requirements.
• Coordinates effectively with senior diplomats and representatives of host governments to minimize potential conflicts.
• Actively serves as a Compliance Technical Specialist within integrated project teams and promotes International Compliance equities within the project teams.

Emergency Essential Position: This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises.

Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

• Utilizing Federal and International transportation security standards, policies, and programs to provide policy guidance on complex transportation security issues, AND

• Collaborating with stakeholders and international officials to implement changes in aviation security measures and to mitigate vulnerabilities.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
