Duties
This Supervisory Program Specialist position is located in the Office of the Administrator, Chief of Staff, Strategic Engagements Team (SET)Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
- Oversees executive administrative support coverage for the Administrator (ADM), Deputy Administrator (DADM), and Chief of Staff (COS); manages executive transportation in accordance with regulations and policy; directs TSA's Executive Outreach/Protocol Liaison function and coordinates executive protocol arrangements, outreach activities, and official engagements.
- Manages the engagements, schedule, activities, and priorities for the ADM, DADM, and COS; develops and maintains relationships with key transportation security stakeholders; identifies and coordinates engagement opportunities; plans, coordinates, and executes internal and external meetings, trips, and visits with governmental, non-governmental, industry, and foreign counterparts.
- Maintains the Executive Secretariat's Briefing Book; drafts and coordinates briefing materials and responses to day-to-day action items and Request for Information (RFIs); collaborates with Strategic Communications and Public Affairs, Legislative Affairs, and the Chief Counsel's Ethics Branch to ensure executive engagements, travel, use of funds, and gift exchanges comply with applicable laws, regulations, and policies.
- Manages allocated resources (staff, budget, equipment) and has delegated authority to plan, design, and carry out related processes; directly supervises the Strategic Engagements team. Exercises full supervisory authority over staffing, workload management, performance standards, training, discipline, and other personnel and organizational management responsibilities.

Qualifications
Specialized Experience Statement: To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience providing executive-level administrative and logistical support to senior leadership, including coordinating front office operations, managing executive transportation in compliance with federal policies, and organizing protocol activities for official events and high-level engagements.
- Experience managing executive schedules and priorities, building and maintaining collaborative relationships with key industry stakeholders, planning and executing meetings, travel, and engagements with governmental, industry, and international partners.
- Experience in preparing and reviewing executive briefing materials, coordinating responses to action items for information requests, ensuring compliance with applicable laws and policies for executive activities.
- Experience managing resources and providing leadership to administrative staff to achieve program goals and objectives.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
