Duties

he Executive Secretariat is responsible for handling correspondence to Congress, security partners, and citizens; DHS correspondence, taskings, and briefing materials for leadership; action and information memos; and Congressionally-mandated Reports and Questions for the Record.

High-level duties include:

  • Directs and supervises staff responsible for the assignment, preparation, executive clearance, and final disposition of official documents for approval or signature by the Administrator and Deputy Administrator. Ensures continuity and quality of operations.
  • Oversees the handling of correspondence to Congress, security partners, citizens, and DHS leadership. Manages the preparation and review of action and information memos, congressionally mandated reports, and Questions for the Record.
  • Serves as the primary point of contact with the DHS Office of the Executive Secretariat (ESEC) and represents TSA Executive Secretariat programs, policies, and operations to internal and external stakeholders.
  • Evaluates and responds to complex and sensitive inquiries from Congress, DHS, OMB, and the White House regarding TSA programs and operations. Coordinates with executive leadership to ensure accurate and timely responses.
  • Performs the full range of supervisory duties for three subordinate supervisors and their staff, including assigning work, training, performance assessment, personnel actions, and leave approval.
  • Analyzes and evaluates the impact of highly complex and controversial correspondence and taskings on TSA's strategic goals and objectives. Develop recommendations and coordinates responses to ensure alignment with agency priorities.

  5. You must be able to obtain and maintain a Secret Clearance.
  6. This position is subject to the pre-employment/pre-appointment and random drug testing provisions of TSA's Drug and Alcohol-Free Workplace Program.
  7. You may be required to complete a one-year Supervisory Trial Period.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector.   • Experience serving as the primary Agency representative for Executive Secretariat programs, policies, and operations. Experience coordinating agency-wide initiatives, ensuring compliance with executive directives, and facilitating effective communication between senior leadership and external stakeholders.
  • Knowledge of legislative processes including the inner workings of Congress and Congressional networking to direct broad legislative protocols and activities.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Eligibility to apply for other Federal positions: TSA is an Excepted Service agency exempt from most of Title 5 United States Code; therefore, employment with TSA does not confer the "Competitive Status" that generally results from selection and service in Competitive Service agencies.
