Supervisory Program Manager

Duties

The incumbent serves as a Supervisory Program Manager (Director for International Policy) for the Aviation and International Policy (A&IP) Division. Duties include but are not limited to:

  • Supervises subordinate managers and staff, providing direction, performance feedback, and professional development. Ensures effective resource allocation, adherence to personnel policies, and fosters a high-performing team environment.
  • Assists the Executive Director, A&IP, in formulating, developing, and implementing aviation and international transportation security policies, standards, and regulatory requirements. Coordinates with internal and external stakeholders to ensure policies align with TSA and international standards.
  • Builds and maintains relationships with aviation industry operators, advisory groups, and international counterparts. Facilitates information sharing, intelligence exchange, and collaborative policy development to address sector risks and vulnerabilities.
  • Oversees the administration and delivery of aviation security programs and initiatives. Monitors program effectiveness, conducts audits, and recommends improvements to ensure compliance and measurable risk reduction.
  • Supports the Executive Director, A&IP, in developing and executing strategic plans, performance metrics, and operational objectives. Coordinates with TSA components to ensure consistent and integrated approaches to aviation security.
  • Prepares briefings, reports, and presentations for senior leadership, including the Assistant Administrator and Deputy Assistant Administrator for Strategy, Policy, and Engagement. Keeps leadership apprised of operational status, emerging challenges, and program outcomes.
  • Performs other duties as assigned.


Requirements

  5. You must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information Clearance.
  6. This position is subject to the pre-employment/pre-appointment and random drug testing provisions of TSA's Drug and Alcohol-Free Workplace Program.
  7. You may be required to complete a one-year Supervisory Trial Period.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Knowledge of aviation security standards, procedures and regulations sufficient to manage a national program.
  • Experience developing and/or implementing policies or programs with national or industry-wide implications or with other large-scale applications.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio (i.e., working 20 hours per week for two months equals one month of experience). No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
