Supervisory Human Resources Specialist (Direct Hire)
Duties
These vacancies will be filled through DHS/TSA's Direct-Hire Authority pursuant to TSA MD 1100.30-26. Under the Direct-Hire Authority, category grouping and Veterans' Preference does not apply.
This position is located in the Information Technology (IT), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Manage the agency's electronic Official Personnel Folder (eOPF) program, ensuring all official personnel documents are accurately received, scanned, created, uploaded, and certified into employees' electronic folders.
- Oversee, plan, assign, direct, and review the work of HR specialists and support staff involved in eOPF and records management operations. This includes performance management, training, and professional development of the team.
- Develop, interpret, and implement agency policies and procedures related to personnel recordkeeping, ensuring full compliance with Office of Personnel Management (OPM) and federal mandates regarding HR employee record management and privacy.
- Provide expert guidance and advisory services to agency management, supervisors, and employees on eOPF documentation requirements and record management issues.
- Ensure all records and personnel actions comply with legal and regulatory standards and agency policies, such as data protection and retention policies.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
- Managing and maintaining the electronic Official Personnel Folder (eOPF) system in accordance with U.S. Office of Personnel Management (OPM) polices, procedures, and federal regulations regarding personnel documentation and eOPF management.
- Overseeing the process for receiving, scanning, creating, uploading, and certifying documents into eOPFs and converting hard copy files into electronic format.
- Ensuring the integrity, confidentiality, and security of all electronic personnel records, protecting employees' rights, benefits, and entitlements.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

TSA will not make a monetary payment for any leave forfeited under these circumstances.
