TikTok Shop - Head of Category Governance Product Solution
Responsibilities
About the Team:
Global E-Commerce's Governance and Experience (GNE) team builds the policies, products, and systems that keep TikTok Shop safe and trustworthy. The Category Governance team works across major product categories and with industry operations to translate category-specific risks and business needs into consistent, scalable platform solutions.
About the Role:
We are looking for a horizontal product-solution leader to connect category and industry operations with Governance, Product, Engineering, Policy, and compliance teams. Unlike a role that directly owns one category's day-to-day operations, this role identifies common needs across categories and turns them into reusable listing-governance products, mechanisms, and go-to-market solutions. Candidates may come from product management or strategy and operations backgrounds and should be comfortable leading product teams and driving cross-functional execution.
Responsibilities:
- Own the horizontal product-solution strategy and roadmap for category and governance across major TikTok Shop categories.
- Partner with industry operations and category leaders to understand category-specific selection, qualification, listing, and compliance needs; distinguish common platform needs from legitimate category differences.
- Translate business and risk requirements into scalable platform capabilities, including category access, product qualification, catalog and listing rules, documentation, enforcement, and exception-management workflows.
- Establish a clear intake, prioritization, and decision mechanism for cross-category requests, balancing customer safety, business value, regulatory risk, and product scalability.
- Drive end-to-end product delivery and GTM adoption with Product, Engineering, Policy, Legal, Data Science, Operations, and commercial teams; monitor launch quality, adoption, and business impact.
- Build category-governance metrics and monitoring frameworks, identify systemic issues through data and case analysis, and continuously improve solution accuracy and efficiency.
- Develop and coach the team and serve as the primary horizontal connector between category operations and listing-governance stakeholders.

Qualifications
Minimum Qualifications:
- Bachelor's degree or above and significant experience in product management, product solutions, strategy and operations, program management, or a related field.
- Experience in e-commerce, marketplaces, retail platforms, catalog/listing systems, merchant products, or category operations.
- Strong ability to synthesize diverse category needs into common product requirements and scalable platform solutions.
- Proven success leading complex cross-functional programs from strategy through product launch and operational adoption.
- Strong analytical, communication, stakeholder-management, and people-leadership skills.
Preferred Qualifications:
- Experience in listing governance, category compliance, product qualification, catalog systems, or marketplace risk management.
- Knowledge of one or more major retail categories and the ability to work effectively across multiple category teams.
- Experience building global platform capabilities that support differentiated local or category requirements.
Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $180310 - $342000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
