Senior Technical Compliance Manager

Yesterday Washington, DC

Responsibilities

About the Team:
Our Global Legal Compliance (GLC) team provides key support for TikTok's innovative initiatives, advanced technology development, and integrated platforms serving our global markets. We partner closely with legal, business, product, engineering, infrastructure, and operations teams to help enable strategic growth while managing complex regulatory risk.

We are looking for an experienced Senior Technical Compliance Manager to join our Global Legal Compliance team. This role will serve as the technical engine of the export control compliance function, with primary responsibility for day-to-day product counseling, ECCN classification, licensing-related analysis, and technical compliance support across TikTok's products, technologies, and infrastructure.

The ideal candidate is an experienced compliance professional with strong technical fluency and hands-on experience supporting export control reviews in the technology, semiconductor, advanced computing, cloud, or data center sectors. This individual should be comfortable working closely with product, engineering, infrastructure, and business teams to assess technical scope, support complex classification determinations, advise on licensing implications, and help operationalize export control requirements in a fast-moving environment.

This is a highly collaborative, on-site role that requires five days per week in the office.

Responsibilities:
- Support day-to-day export control compliance work across TikTok's products, technologies, and infrastructure, with a primary focus on technical product counseling, ECCN classification, and licensing-related analysis; maintain clear and defensible compliance records including classification rationales, technical inputs, regulatory analysis, and supporting documentation to strengthen internal consistency and enforcement readiness.
- Conduct end-to-end classification assessments for hardware, software, technology, and related items, with particular depth in advanced semiconductors, advanced computing items, AI-related technologies, and other sensitive or emerging technologies; support license determinations, license exception analysis, transaction reviews, and related documentation for high-risk, sensitive, or business-critical activities.
- Partner closely with product, engineering, infrastructure, procurement, and business teams to advise on export control implications for new products, features, partnerships, deployments, and cross-border technology transfers; assess export control issues relating to FDPR, intangible technology transfers, cloud/IaaS operations, API or software access, and other digital or infrastructure-enabled technology flows.
- Monitor relevant BIS and regulatory developments, including changes to technical parameters and control scope, and translate those changes into updated internal guidance, review criteria, and operational processes; work closely with the broader export control and trade compliance team to support scalable workflows, cross-functional coordination, and continuous improvement of compliance operations.

Qualifications

Minimum Qualifications:
- Multiple years of relevant experience in export control, classification, licensing, technical compliance, or related international trade compliance work.
- Demonstrated experience conducting classification and licensing reviews in a multinational business, ideally in the technology, semiconductor, advanced computing, cloud, data center, or infrastructure sectors.
- Strong working knowledge of U.S. export control laws and regulations, including the EAR, BIS regulatory concepts, licensing principles, and restricted party screening fundamentals.
