Procurement Manager - Global Contingent Workforce Category - San Jose

The Procurement function is responsible for delivering high-quality purchasing solutions and building a global platform for procurement resources. Through effective supplier selection, performance management, and governance of procurement activities, the team aims to enhance efficiency, cost optimisation, and compliance across the organisation, while supporting a sustainable business environment.
Responsibilities
This role is responsible for managing the end-to-end procurement lifecycle for the contingent workforce category (including Business Process Outsourcing and Third-Party Associates under the Human Resources & Management umbrella) across the Americas, EMEA and APAC.
1. Partner closely with internal stakeholders to consolidate business requirements, optimise procurement processes, and provide strategic guidance across business units. The role requires a strong focus on driving efficiency, cost-effectiveness, and operational excellence at scale.
2. Develop and implement category and sub-category strategies for the contingent workforce, using data-driven insights (e.g. supplier spend, workforce size, cost structures, and performance metrics).
3. Lead end-to-end procurement activities, including demand analysis, solution design, supplier sourcing, commercial negotiations, and contract execution.
4. Drive cost optimisation and ensure alignment with category strategies, governance standards, and risk management frameworks throughout the procurement lifecycle.
5. Manage supplier relationships end-to-end, including selection, onboarding, performance evaluation, and continuous development.
6. Conduct market research and benchmarking across the professional services and HR outsourcing sectors to inform procurement strategies and improve supplier ecosystems.
7. Analyse industry trends and procurement data to generate insights, support decision-making, and continuously enhance procurement processes and pricing strategies.
Qualifications
Minimum Qualifications
1. Bachelor's degree.
2. Minimum of 2 years' procurement experience, with strong negotiation and contract management skills.
3. Strong analytical and problem-solving skills, with the ability to identify root causes and communicate insights clearly and concisely.
4. Proven data analysis capabilities, with awareness of emerging technologies (e.g. AI); pragmatic, low-ego approach, with a proactive and continuous learning mindset.
5. Excellent communication and stakeholder management skills, with the ability to collaborate effectively across teams and negotiate with suppliers.
6. Fluency in written and spoken Chinese is needed to manage partners and stakeholders in the Chinese market.
7. Willing to work fully on-site.
Preferred Qualifications
1. Experience in indirect procurement category management, particularly within HR outsourcing or contingent workforce categories.
2. Understanding of supplier markets and labour regulations across multiple geographies.
3. Prior experience working in a global organisation.

[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $86400 - $174800 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others.
