About the team
The Trust & Safety team at TikTok ensures our global community is safe and empowered to create and enjoy content across all our applications. The Product Policy team serves as a critical bridge between policy intent and operational execution, ensuring that content policies are effectively implemented across human moderation, automated systems, and AI-driven enforcement frameworks.

About the Role
The Video Product Policy team sits between policy intent and enforcement at scale. Our content policies are written to apply globally, but they are applied millions of times a day, by review teams across multiple markets and by automated systems. Product Policy is accountable for what happens in that gap: making sure the decision that gets made at scale is the decision the policy intended.
Within that team, the governance pillar defines how policy is structured, sets the standard that enforcement is measured against, and produces the evidence that shows where enforcement has drifted from intent. Product teams, operations teams, and the teams building automated enforcement all build based on what this pillar defines, giving this team a vantage point on how the whole system fits together.
We are looking for a Policy Manager to join this scope. You will take ownership of how policy text is modularized, how they are structured, whether those definitions hold up when applied at volume, how consistently they are being applied in practice, and what needs to change when they are not. The work is a combination of precise writing and definition, review and analysis, and working through other teams to get change implemented. It spans the full range of content risks, and it will bring you into contact with most parts of the wider Trust & Safety organization.
This role suits someone who is comfortable owning open-ended, structural problems, works well without close supervision, and is interested in how AI is changing the way policy is written and applied. This is a Singapore-based role.

Responsibilities
What will I be doing?
- Build governance policy framework workflows: Maintain assigned areas of the policy framework as the single source of truth, keeping definitions, thresholds, and exceptions consistent across content surfaces.
- Translate Policy Intent into Applied Standards: Convert policy prose into structures other teams work from, including decision logic flows, worked examples, treatment of edge cases, and the labeling standards used across review workflows and automated enforcement.
- Measure How Closely Enforcement Matches Intent: build the benchmark datasets that anchor evaluation and the measurement built on them, surfacing where review teams and automated systems diverge from policy intent. Turn that measurement into specific, actionable correction pathways rather than reporting alone.
- Audit and Arbitrate: Review operational guidelines, training material, and model-facing material such as decision trees and prompts against policy intent, and drive correction where they have fallen out of sync. Act as the central reference point for interpretation questions that span content surfaces.
- Drive Change Management: Track policy changes and ensure all downstream use cases are iterated, including guidelines, tooling, labeling logic, and automated enforcement pathways, partnering with Operations, Product, Engineering, and Data Science ensuring consistent application.

Qualifications

Minimum Qualification(s)
- 5+ years of experience in a policy, regulatory, or governance role in sectors such as tech, government, law, etc.
- Experience working with policy frameworks: rules, standards that others are expected to interpret and apply consistently. You should be comfortable taking a broad principle and defining what it does and does not cover in practice.
- Excellent written communication, with experience producing precise written work for internal audiences, such as position papers, briefs, or standards.
- Strong analytical skills and attention to detail, with a proven ability to quickly learn unfamiliar subject matter, systems, and tools while effectively working through large volumes of complex issues and data.
- Sound judgment under ambiguity, with the ability to reach a defensible position on an unclear question with strong justification built on core rationale.
- Ability to work in a dynamic environment and deliver accurate work to short timelines, and to collaborate with teams that hold different priorities and build agreement across them.
- Proficiency in Chinese and English is required to collaborate with global partners and key stakeholders based in Mandarin-speaking markets where Mandarin is a primary working language.

Preferred Qualification(s)
- Bachelor's or master's degree in public policy, law, politics, international relations, economics, behavioural sciences, artificial intelligence, or a related field.
- A strong track record and interest in how AI can be applied to policy work
- Exposure to how AI is used in content moderation or policy work, such as labeling pipelines, prompt or Chain-of-Thought design, or model evaluation. Formal or self-directed study in AI, including completed courses or certifications, is equally welcome.
- Technical aptitude and comfort navigating internal tools, data, and analysis workflows. Technical experience is a plus rather than a requirement for this.
- A self-starter who takes ownership of open-ended problems, sets direction with limited supervision, and carries work through to a finished, usable output.
