Lead Program Manager (Regulatory Compliance) - User Privacy & Transparency

About the Team
The User Privacy & Responsibility team ensures TikTok meets global privacy, responsibility, and regulatory requirements by driving cross-functional execution across Product, Engineering, Legal, Policy, and Trust & Safety. We translate complex regulations into clear implementation plans that protect users while maintaining high-quality product experiences.
Role Overview
We're looking for am experienced Program Manager to lead large compliance and regulatory programs that shape TikTok's global user-facing products. You'll drive cross-functional delivery of product solutions and go to market plans, develop new processes and streamline existing ones, proactively identify risks and drive teams for resolutions and track and communicate news to leadership.
Responsibilities
- Lead end-to-end delivery of major compliance programs, from scoping through launch.
- Translate new regulations into program requirements, timelines, and execution plans.
- Align Product, Engineering, Legal, Policy, Trust & Safety, and Go To Market teams on goals and deliverables.
- Proactively identify program risks and drive resolutions.
- Develop and maintain program documentation, status updates, risk tracking, and stakeholder communication.
- Improve compliance program processes, governance, and cross-functional workflows.
Qualifications
Minimum Qualifications
- 3+ years in Program Management, TPM, or cross-functional project leadership.
- Experience coordinating with Legal, Policy, Trust & Safety, Product, Engineering, and Go To Market teams.
- Proven ability to lead complex, multi-stakeholder programs to deliver on time with high quality.
- Strong communication, documentation, and execution skills.
Preferred Qualifications
- Experience delivering privacy, safety, or regulatory-driven programs.
- Familiarity with global compliance frameworks (e.g., GDPR, DSA, youth safety laws).
- Experience in consumer internet, social media, or content platforms.
- Ability to balance regulatory requirements with user experience.
Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $110223 - $248400 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
