Emerging Vertical Program Manager, Content Operations, TikTok Japan

About the Role
As an Emerging Vertical Program Manager, you will be the overall owner of diverse growth projects aimed at expanding the platform's content ecosystem. Rather than providing individual creator support (1-on-1), you will adopt a "one-to-many" approach, with your primary mission being the development and operation of scalable systems and new business models. You will manage substantial budgets and strictly oversee external partners such as advertising agencies while focusing resources on planning large-scale posting campaigns, building scalable education programs, and establishing business schemes involving external companies (Publishers). This is an extremely dynamic and strategic position responsible for achieving exponential growth in target posting metrics across a wide range of emerging verticals including cooking, beauty, education, and technology.
About the Team
Our team's mission is to build and expand the content ecosystem for emerging verticals in Japan, providing users with diverse, high-quality entertainment and valuable information. To activate a broad range of creators from potential to top-tier talent, we collaborate deeply with advertising agencies, MCNs, and business partners (major corporations, publishers, universities, and other content holders). Working closely with internal product teams, PR and marketing teams, and Creator Managers, we simultaneously drive large-scale growth packages that engage both platform-internal and external stakeholders, creating new waves of ecosystem development.
Responsibilities
- Lead Scaled Campaigns & Agency Management: Strategically design hashtag campaigns based on data, ranging from specific niche sub-genres (e.g., "book introductions," "adult relearning") to mass-market initiatives. Allocate budgets of several hundred million yen appropriately, and control multiple agencies and external vendors (PR firms, operational agencies, etc.) while establishing workflow efficiency. Delegate and oversee operational execution and lead generation (acquiring new participants through incentive programs).

- Business Development & IP Collaboration: Rather than simply requesting video postings, develop win-win business schemes that solve management challenges for external publishers and sponsor companies (sports leagues, major publishers, etc.), deploying packages that incorporate cross-promotion and non-monetary incentives. Implement programs that promote collaboration between TikTok creators and publishers, generating new synergies within the platform.
- Scalable Enablement & Community Building: Plan and execute programs for sustainable creator growth and the development of the next generation of top creators representing TikTok. Build a "one-to-many" educational infrastructure for potential creators. Utilize agencies to plan and execute monthly webinars, newsletter distributions, and other initiatives to automate and scale the growth pipeline. Operate and animate online communities (Discord, etc.) where creators can interact, boosting campaign participation motivation and sense of belonging.
- Data-Driven Strategy: Logic-based prediction from past participation rates and posting growth data of "which thematic campaigns will most activate which genres." Execute rigorous and strict management to achieve defined SOW and KPIs (CPA, participation rates, etc.).
Qualifications
Minimum Qualifications:
- Bachelor's degree or equivalent practical experience.
- 3+ years of experience in project management, business development (BizDev), or marketing roles at operating companies, advertising agencies, or tech platform industries.
- Advanced business Japanese and English (reading, writing, and speaking).
- Advanced project and budget management capabilities: Demonstrated experience directing multiple external agencies, appropriately allocating and executing large-scale budgets (hundreds of millions of yen), and strictly guiding KPI achievement.
- Business development (BizDev) capabilities: Experience building collaboration schemes from scratch to solve mutual business challenges for clients and external partners, including proposal and execution.
- Data-driven marketing mindset: Ability to derive insights from complex data and translate them into campaign planning and growth strategies based on logical predictions.
Preferred Qualifications:
- Experience operating large-scale user communities or building "one-to-many" scalable education and onboarding programs.
- Cross-functional leadership track record involving diverse internal stakeholders (Product, Marketing, PR departments, etc.) to advance projects leveraging in-app events and new features.
- Deep understanding and passion for trends and creators across a broad range of emerging verticals (cooking, beauty, lifestyle, education, how-to, etc.).
