About the Role
Join one of the most diverse and innovative engineering design teams with multiple specialties within the transportation sector. The Port Authority's airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Traffic Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning, operation and design services throughout the Agency with close coordination with external stakeholders, including Federal, State and local transportation and regulatory agencies.
The Senior Principal Traffic Engineer is responsible for the leadership, management, and oversight of traffic engineering services in technical design delivery of key Agency Capital and Operating Programs and/or Projects. The Senior Principal Traffic Engineer will supervise technical staff, including Port Authority employees, on-site/extension of staff consultants, and other consultant project teams performing traffic engineering services and/or producing design deliverables.
Responsibilities
- Managing traffic engineering design delivery for a portfolio of capital improvement projects, including technical development and final production of traffic engineering design deliverables and services at all project phases (e.g., conceptual design phase, final design phase, construction phase services, and State-of-Good Repair (SGR) projects).
- Lead transportation services, including technical delivery and budget/schedule performance, on key Agency Capital and Operating Projects, including Redevelopment Programs. The services may include transportation analysis; planning, conceptual and final design of all traffic engineering elements; maintenance of traffic; construction support, and real-time facility wide transportation management planning during construction, including mitigation plans, to ensure a world class customer experience throughout each project stage.
- Overall management of budget, schedule, and resources for multiple project teams within Traffic Engineering, including task delegation to staff and consultants for deliverable development with overall responsibility for production and quality control, including auditing of consultant work products.
- Supervising the development of all technical work; ensure proper coordination with all appropriate internal and external stakeholders; perform quality control review; Monitor work progress, especially schedules and budgets, to meet project delivery metrics; Anticipate problems and take preventive/corrective action.
- Leading coordination between internal stakeholders (i.e. facility staff, engineering, etc.) and external stakeholders (i.e. State DOTs) to resolve traffic operations issues.
- Mentoring junior staff to ensure appropriate development of technical and management skills and knowledge. Promote team spirit, creativity and professional development.
- Manage and proactively forecast staff workload, identify additional staffing needs, and work towards filling those needs.
- Interfacing with other engineering groups, facility management, and line department program management.
- Developing cost estimates, issuing RFPs, reviewing proposals, and managing consultant call-in contracts.

Minimum Qualifications
Candidates must have the following qualifications to be considered eligible for this position.
- Bachelors Degree in Engineering with major coursework in Civil/Transportation Engineering from an accredited college or university.
- Professional Engineer License (P.E.) in New York or New Jersey.
- Minimum of 12 years of progressively responsible experience in the Traffic Engineering field, including strong technical background in transportation engineering planning, design, operations, safety, and construction support.
- Demonstrated understanding and experience applying Traffic Engineering design standards and guidelines, including the Manual of Uniform Traffic Control Devices (MUTCD), American Association of State Highway Transportation Officials (AASHTO) Design Guidelines, and the Highway Capacity Manual.
- Experience leading and managing teams of diverse staff with varying work backgrounds, expertise, and levels.
- Demonstrated experience in leadership, problem solving, negotiations and conflict resolution skills to effectively reach sound conclusions and recommendations.
- Ability to lead, manage, and prioritize multiple assignments, with prior experience supervising and managing professional and/or technical staff at all levels, supporting departments, consultants, and members of outside government and transportation agencies.
- Superior interpersonal, written/oral communications, and presentations skills commensurate with supervisory responsibilities of this position.
- Excellent organizational skills with the ability to work independently and prioritize as required.
- Applicants must meet all performance and attendance standards and have completed all probationary periods.
- A valid driver's license is required.
Desired Qualifications
- Master's Degree in Transportation Planning or Engineering from an accredited college/university or Professional Traffic Operations Engineer (PTOE) certification.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $131,092 Midpoint: $170,417 Maximum: $209,742
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
