About the Role
Enterprise Risk Management (ERM) is a structured, enterprise-wide approach to proactively identify, assess, manage, and monitor risks that could impact the ability of an organization to achieve its strategy and objectives. As part of the Finance organization, the award-winning ERM program at The Port Authority of New York and New Jersey provides a disciplined framework for managing risk across a complex portfolio that includes aviation, tunnels, bridges, PATH, maritime facilities, real estate assets, and multi-billion-dollar capital programs.
The Senior Management Analyst plays a critical role in the advancement and operationalization of the Port Authority's enterprise-wide risk framework. This role works across Lines of business and corporate functions to support the identification, assessment, mitigation, monitoring, and reporting of strategic, operational, financial, and business risks. Reporting to the Program Director, the Senior Analyst partners with risk owners and key stakeholders, including strategy, finance, and operations, to ensure risk-informed decision-making consistent with the Port Authority's mission and strategic priorities.
Responsibilities
Risk Identification, Analysis & Monitoring
- Facilitate enterprise risk assessments across departments and Lines of Business
- Conduct risk workshops and interviews with senior stakeholders to identify emerging and evolving risks
- Perform qualitative as well as quantitative risk analysis and evaluate interdependence
- Analyze risk exposure across major capital projects, infrastructure assets, and operational programs
- Establish strong working relationships with staff and SMEs throughout the enterprise
- Maintain and enhance the enterprise risk register, ensuring risk alignment with strategic objectives and business environment
- Develop dashboards, risk heat maps, and executive-level reporting materials
- Monitor key performance indicators (KPIs) and emerging trends
- Support management of ERM software, conduct one-on-one and group training sessions for department/facility staff

Strategic Risk Management
- Support ERM Program Director and Steering Committee (Senior Executives) in the top-down identification and prioritization of strategic risks
- Identify and evaluate emerging risks; Maintain keen awareness of internal and external contexts
- Integrate risk considerations into long-range strategic initiatives
- Partner with stakeholders throughout the organization to advance the implementation of long-term business strategies
- Support cross-functional collaboration with subject matter experts in businesses and key operational areas to advance ERM integration with resource allocation, business, and budget planning processes
Cross-Functional Collaboration
- Ensure alignment between ERM and central processes and functions, such as:
- Strategy
- Finance & Treasury
- Safety & Security
- Business Continuity
- Resilience & Climate Programs
- Cybersecurity & IT
- Legal & Compliance, Audit
Enterprise Risk Framework & Maturity
- Support the execution and continuous improvement of the Port Authority's ERM framework aligned with COSO ERM and the industry's best practices
- Increase agency risk awareness
- Conduct peer-to-peer benchmarking
Minimum Qualifications
- Bachelor's degree in Finance, Risk Management, Public Administration, Business, Public Policy, Urban Planning, Political Science, Economics, or related field
- Master's degree from an accredited university (MBA, MPA, MS Enterprise Risk Management, Economics, or related discipline)
- 1 or 2 years of work experience in Enterprise Risk Management, Finance, Public Administration, Strategy, Audit, Communications, Operations, or other related fields.
Desired Qualifications
- Experience in large, complex organizations (public sector, transportation, infrastructure, utilities, aviation, or capital-intensive industries) strongly preferred
- Experience supporting executive-level reporting or governance structures
- Demonstrated strong interpersonal skills - Ability to work cross-functionally in a matrixed, bi-state environment
- Demonstrated strong analytical and problem-solving skills
- Demonstrated exceptional written and oral communication skills
- Demonstrated ability to learn and apply new skills quickly
- Demonstrated ability to simultaneously manage multiple projects
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Power BI, Tableau)
- Ability to think strategically and act tactically

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $90,012 Midpoint: $117,078 Maximum: $144,014
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
