About the Role

Reporting to the Manager of the Structural Integrity Unit for the Tunnels, Bridges and Terminals Department (TB&T) the selected candidate will assist in managing and implementing TB&T's Structural Integrity Program. The program covers but not limited to coordination of immediate response during structural emergencies on 24/7 basis, implementation of immediate repairs, review and prioritization of Facility Structural Inspection Routines, coordination of cyclical inspections, tracking all priority repairs to completion, approval process for overload vehicle crossings, develop budgets and monitor expenditures, develop and manage engineering studies, provide technical assistance to facility maintenance staff, recommend and develop scope of work for new projects as required, etc.

Responsibilities

  • Respond to structural emergencies on 24/7 basis and coordinate implementation of immediate repairs
  • Assist manager in managing Quality Assurance Division's cyclical inspection program. The inspection program includes inspection of bridges, tunnels, buildings, sign and lighting structures etc.
  • Review of all "Priority" repair items from the latest QAD Inspections. Prepare and maintain Priority Repairs Tracking Log.
  • Obtain status of all priority items from Project Managers and track them to completion. Prepare and update Status Reports on a quarterly basis.
  • Initiate and manage engineering studies related to structural evaluation, survey, etc. as required and assist in planning efforts for department's Capital and Operating Major Works projects as needed.
  • Initiate and administer Permit/ROE Agreements to support various projects and initiatives performed by outside entities (Developers, municipalities, etc.) allowing others access to PA - owned areas to complete work, repairs, modification, etc. to their properties and infrastructure.
  • Participate in field inspections and meetings at various TB&T facilities on a regular basis to provide technical assistance to facility staff to resolve Structural Integrity / Safety related problems and also to monitor construction activities on adjacent properties to safeguard TB&T properties and operations.
  • Assist in reviewing the facility structural routines as needed.

Minimum Qualifications

  • Must possess a Bachelor's Degree in Civil/Structural Engineering.
  • Must possess a valid driver's license.
  • Must have 10 years of experience in structural engineering design, construction and/or condition assessment of buildings, bridges and tunnels.
  • Proven ability to work independently and prioritize assignments during emergency response situations; be reachable 24 hours a day, 7 days a week and ability to report to work expeditiously in response to facility emergencies.

Desired Qualifications

The ideal candidate will present the following qualifications profile:

  • Professional Engineer License in the State of New York or New Jersey.
  • Thorough knowledge of Port Authority policies and procedures, including those related to structural integrity and maintenance procedures.
  • Master's degree with concentration in structures
  • Knowledge of TB&T facilities and operations, including Traffic Rules and Regulations for over-weight vehicles
  • Demonstrated experience in preparing budgets or cost estimates and applying knowledge of financial guidelines.
  • Demonstrated ability to develop and employ problem-solving approaches that are sensitive to organizational, community and customer concerns
  • Demonstrated ability to make decisions and persuade others to follow.
  • Demonstrated written and oral communication skills
  • Demonstrated excellent interpersonal, conflict management and teambuilding skills.
  • Demonstrated experience working with diverse staff, employee groups and outside organizations.

Minimum: $107,250 Midpoint: $139,430 Maximum: $171,600

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
