About the Role
Major Capital Projects (MCP) has overall responsibility for the design and construction delivery of the new Midtown Bus Terminal and the construction management of the core and shell of the new Hudson Tunnels for the Gateway Development Commission.
Responsibilities
Reporting to the Senior Program Manager, the Project Engineer will:
- Support the Senior Program Manager in the delivery of assigned project components for the Midtown Bus Terminal and 30th Street bus storage enhancements.
- Assist in managing design and construction contracts to ensure work is delivered within established scope, schedule, and budget.
- Monitor and coordinate the work of design consultants, contractors, subcontractors, and subconsultants.
- Administer contracts, including review of invoices, tracking progress, and supporting change order processing.
- Coordinate with facility operations and stakeholders to support construction staging, phasing, and ongoing field activities.
- Review and track consultant and contractor submittals, ensuring alignment with project requirements and design intent.
- Support field oversight by monitoring construction activities, identifying issues, and escalating concerns as needed.
- Assist in maintaining project documentation, including technical records, reports, and quality assurance/acceptance materials.
- Communicate project status, risks, and issues to project leadership and support coordination across project teams.
Minimum Qualifications
- Bachelor's Degree in Engineering, Architecture, Science/ Math or a related technical discipline from an accredited college or university
- A minimum of two years of experience in capital projects, preferably including field construction experience.
- Valid driver's license.
Desired Qualifications
- Relevant experience supporting design and/or construction projects, including coordination of scope, schedule, and project documentation.
- Working knowledge of construction management principles, processes, and project delivery methods.
- Ability to review technical documents, drawings, and specifications and support coordination across multidisciplinary teams.
- Strong organizational skills with the ability to manage priorities and support project delivery in a fast-paced environment.
- Effective written and verbal communication skills, including preparation of reports and coordination with internal and external stakeholders.
- Demonstrated problem-solving and analytical skills.
- Proficiency in project management and standard business software (e.g., Primavera, Constructware, Microsoft Excel).

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $90,012.00 Midpoint: $117,018.00 Maximum: $144,014.00
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In-person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required based on business needs.
