About the Role
The Deputy Director is both a key leader of the MBD team, as well as a key MBD representative to the Chief Financial Officer, Departmental leadership across the agency, and the finance teams located within the agency's Departments. Accordingly, this position, in close collaboration with the Director of MBD, will work to oversee the Department's operations and key deliverables, particularly focusing on Budget development, Budget system ("BudgetPro") management, financial reporting and cost control, assessments of agency resource requests, continuous improvement efforts, and MBD staff engagement and management.
The Deputy Director must be adaptable and flexible, capable of overseeing multiple deliverables to ensure projects remain on schedule, while also diving into project details as needed to resolve issues, provide guidance, and ensure work is completed to the highest standards.
Responsibilities
- Collaborating on the agency's annual 5-year budget and business planning process from target setting to development and consolidation (including both Sources and Uses), ultimately ensuring the optimal allocation of the agency's financial, physical, and human resources.
- In collaboration with leadership across the agency, coordinating the evaluation and implementation of Budget controls and offset initiatives (including monitoring the success thereof) to actively manage costs within the approved Budget envelope.
- Overseeing the analysis and assessment of the agency's regular financial and overtime hour results reporting, including year-end forecasts and projections, to monitor adherence to budget and coordinate offsets and cost reduction strategies as required.
- Serving as a core advisor to the agency's departments and business units on budget development and management, fiscal control, and the evaluation of resource and operational requests, with a focus on collaboration and data-driven decision making.
- Coordinating the financial evaluation of all agency resource requests, including third-party contract authorizations, agency headcount, and vehicle request, to ensure the optimal use of agency resources and conformance with budget.
- Maintaining the agency's enterprise budgeting system, BudgePRO, and associated technologies and implement system innovations and enhancements to enhance user experience and facilitate greater analytic capabilities.
- Coordinating and prioritizing workload and competing priorities across the Department to ensure the best use of staff time and resources, while maintaining reasonable and manageable workloads and supporting MBD as a "Department of choice".
- Directly supervising and managing Departmental staff, including supporting employee engagement and leadership development, completing annual performance management reviews and quarterly individual development plans, coordinating employee relation concerns and hirings/promotions.
- Leading projects to address challenges and opportunities in reporting, budgeting, and more broadly routines and processes to propose solutions and ultimately lead implementation of improvements as part of MBD's "continuous improvement mindset".
Minimum Qualifications
- A Bachelor's degree from an accredited college or university in Finance, Accounting, Business, or a related field OR at least 8 years of experience with complex financial analyses, accounting, and/or budgeting;
- At least 5 years of supervisory experience directly supervising and leading a team of employees, contractors, and/or consultants;
- Proven ability to identify and analyze financial and operational issues, and ultimately recommend solutions and/or alternatives; a track record of balancing competing priorities toward resolution; and,
- Ability to lead, motivate, mentor, develop, and engage staff.
Desired Qualifications
- Demonstrated strong interpersonal and conflict resolution skills with the ability to effectively interact with Port Authority staff and external stakeholders at all levels;
- In-depth knowledge of Departmental operations and finances, including Budgeting and financial reporting process and accounting structures;
- A customer experience mindset with a commitment to continuous improvement;
- Excellent oral and written presentation skills, with a particular focus on details; and,
- Proficiency with desktop applications in Microsoft Office Suite such as Word, Excel, PowerPoint, and experience with the agency's corporate systems, including SAP, PeopleSoft, BudgetPro, and Cognos.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $170,820 Midpoint: $222,070 Maximum: $0
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
