Job Description
The Department of Mental Health's Southeast Area is seeking a dynamic individual to provide site leadership and direction for the Taunton/Attleboro Site. Includes oversight of day-to-day operations of the Site Office, Case Management activities, and the Area OnGrounds Residential Program. Manages contracts for Adult Community Clinical Services, Clubhouse Services, and Program For Assertive Community Treatment. Gives fiscal oversight to the State Operated OnGrounds Program. Works to meet the needs of the clients within budgets and State and Department Regulations and rules. Provides clinical consultation and oversight of community programs, including risk management. Works to ensure that all services are trauma informed and support hope, healing and recovery to the fullest extent possible. Works closely with acute and continuing care inpatient facilities to facilitate discharge to community services offering the least restrictive and most clinically appropriate services available. Assures the accurate and timely reporting of incidents, critical incidents, and complaints as they occur, facilitates clinical and risk consultations when needed, and implements recommendations and/or corrective action plans as required. Supports the Taunton/Attleboro Site Advisory Board and Human Rights Committee. Maintains effective partnerships with other state agencies as well as other community organizations and local government. Supports outreach activities to further community awareness of mental health services.
Please Note:This is a full-time, 40-hour position. The schedule is Monday - Friday, 8:30 am -5:00 pm days off are Saturday and Sunday. This position participates on an on-call rotation.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Provide Site Leadership and direction for the Taunton/Attleboro Site. Includes oversight of day-to-day operations of the site office, Case Management activities, and Residential Services.
- Provide oversight and support to contracted services - ACCS, PACT, and Clubhouse.
- Support DMH Community First initiative with census management by facilitating the movement of clients to less restrictive level of care in the community.
- Monitor and Facilitate movement to, within, and out of community programs and track trend data.
- Ensure Recovery Oriented and Person centered/Family driven Services which expand access to care, deliver quality treatment and improve outcomes while providing opportunities for increasing self-sufficiency.
- Manage improvement of utilization of community services and contract management using data driven processes.
- Manage and assess the quality of care and manage risk by monitoring incidents, critical incidents, and complaints using data driven processes.
Preferred Qualifications:
- Exceptional clinical skills including differential diagnostic understanding, adult/family systems and the capacity to match client needs to services.
- Experience and knowledge with applicable state requirements.
- Familiarity with the principles and practices of human resource management including behavioral techniques, planning, forecasting, and organizational development.
- Demonstrated ability to supervise staff including performance appraisal, employee coaching/training/development, and performance management.
- Strategic thinker who is visionary, innovative, creative, and willing to take appropriate risk.
- Ability to work with multidisciplinary teams, maintaining working relationships with other internal staff and external contacts.
- Strong budgetary skills with the ability to work well with outside companies/agencies and the capacity to develop accurate RFR's and RFP's as well as supervise the bidding process.
- Tact, diplomacy, and composure needed for interaction with contractors, vendors, and facility staff.
- Thoroughness, independence, and excellent written and oral communication skills with proficient usage of Microsoft Office products including Word, Excel, and Outlook.
- Master's degree or higher in Social Work, Psychology or a related field.
- Independent Professional licensure in a health care related field
- Given the population served, bilingual or multilingual fluency.

Taunton/Attleboro Site Office provides case management services to adults and monitors contracted services. On Grounds Program is part of the Taunton/Attleboro Site that transitions clients from an inpatient setting to a more independent community living setting. Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
