Job Description
The Senior HR Manager for Training and Diversity, Equity and Inclusion (DEI) Programs serves as a cross-functional leader in the Mass Gaming Commission (MGC) Division of Human Resources. This role manages and drives programs that advance the MGC's goals and focuses on: Education & Awareness, Consulting & Coaching, Experience & Culture, and Community and Stakeholder Partnerships. The position will also provide Human Resources support to the Senior HR Manager in many areas of the HR practice including employee relations and strategic initiatives.
This role requires an effective communicator and results-driven program and project manager who can lead cross-departmental efforts to develop and maintain an inclusive, collaborative workplace, foster staff engagement and deliver programs to continue to build an inclusive culture at MGC.
The position monitors both internal equity and inclusion data points and practices, as well as external, at operator sites within the gaming industry. It is also responsible for the delivery, tracking and evaluations of required trainings, organizational learning programs and inclusion programs.

The Senior HR Manager for Training & DEI Programs leads initiatives internally that align with the Commission's Diversity, Equity and Inclusion (DEI) statement and goals. Internal activities include, but are not limited to, providing resources for MGC's vendor diversity spend, analyzing employee metrics and surveys, and ensuring hiring and retention practices are fair and inclusive. Along with delivering required training programs, this position will assist in driving the MGC's DEI working group agenda, which enhances MGC's culture with events and affinity group acknowledgments throughout the year. It also manages action items to address building culture and celebrating our own MGC workplace community. The MGC also relies on the Senior HR Manager for Training and DEI Programs to identify opportunities for professional development through business groups/association events and coordinate with outside vendors.
Occasional travel to the three (3) licensee properties: Plainridge Park Casino in Plainville, Encore Boston Harbor Casino in Everett, and MGM in Springfield, is required.
Essential Duties:
• Establish productive working relationships with MGC management and staff.
• Manage all required training programs, track program evaluations and attendance.
• Identify meaningful offsite/onsite organizational learning opportunities for staff/HR events.
• Design a framework for leadership training for MGC staff, coordinate with external partners.
• Maintain up-to-date knowledge of applicable state and federal laws, industry standards and HR best practices related to Equal Employment Opportunity Commission (EEOC), Massachusetts Commission Against Discrimination (MCAD), Massachusetts Equal Pay Act (MEPA), workplace engagement, equity and inclusion.
• Develop recommendations for appropriate employee retention, engagement and well-being strategies, including surveys and feedback.
Internal Equity & Inclusion Duties:
• Oversee/maintain employee diversity statistics and vendor statistics and create communications and initiatives based on this data.
• Oversee recruitment statistics; recommend affinity job boards and other recruitment methods to ensure MGC is casting a wide net for diverse talent.
• Working with the HR team to provide diversity statistics, employee statistics and employee audit file statistics to identify trends, issues and opportunities to guide HR decisions.
• Provide expert advice and coaching to leaders and employees on diversity, equity and inclusion- related matters; interpersonal skills training to build stronger relationships.
• Support the HR Chief in all areas of the HR practice as assigned.
• Conduct investigations under the direction of the Chief as assigned.
• Provide professional development, networking and training opportunities to employees.
• Provide resources, leadership and counsel regarding diversity and inclusion in collaboration with the MGC's Diversity Equity and Inclusion working group.
• Seek out events related to topics of diversity.
• Present training program updates and related topics in public meetings.
External Equity & Inclusion Duties:
Externally, the Senior HR Manager for Training and DEI Programs will assist the licensee regulatory compliance team to review Supplier Diversity measures. To support the gaming industry, the MGC may provide diversity resources to licensees. This role supports the MGC's partnership with operators to ensure Supplier and Workforce Diversity goals are met through best practices and coordination.

• Liaison with the Commonwealth Supplier Diversity Office to promote the MGC as a resource to licensed operators.
• Monitor and analyze licensee's quarterly reports forwarded to MGC focusing on DEI quarterly performance.
• Responsible for review of licensees' compliance with license commitments related to marketing and tourism, diversity and local hiring and contracting.
• Establish and maintain programs for tracking, monitoring, and reporting diverse and local employment in the expanded gaming industry, and for tracking and monitoring licensee contracting with Mass businesses including MBE, Women Owned Businesses (WBE) and Veteran Businesses (VBE's).
• Coordinate referrals to operators to enhance operator employee demographics and diverse supplier statistics.
• Promote licensee diversity plan to encourage all residents of the Commonwealth to benefit from the jobs and business opportunities created through the expansion of gaming.
• Convene external community groups and external stakeholders' meetings to discuss DEI progress with our licensees.
• Attend diversity vendor and professional organizations involved in improving vendor diversity outreach and services.
• Other related duties as assigned.
Skills/Abilities:
• Ability to handle and maintain sensitive and confidential information in a professional manner.

• Excellent written and verbal communication skills.
• Superior interpersonal skills to build trust.
• Proficiency with Microsoft Office (Word, Excel, and PowerPoint) and knowledge of HRIS databases.
• Able to contribute actively to a collaborative work environment that embraces diversity and inclusion.
• Strong organizational skills and ability to prioritize and manage multiple responsibilities effectively to meet time-sensitive goals.
• Project management and systems aptitude required.
• Experience in compensation and performance management a plus.
Qualifications
• Bachelor's degree in business, Human Resources or a related field. 7-10 years of relevant experience in a broad-based human resources position and Diversity, Equity & Inclusion Programs, Organizational Learning Programs and/or organizational change (or a combination of experiences.) Project management experience preferred.
• Deep understanding of DEI frameworks, inclusive leadership and accessibility principles.
• Proven experience handling confidential or sensitive information.
• Proficiency in Microsoft Office Suite, (Excel, PowerPoint) and survey platforms.
• Excellent written and verbal communication skills, with experience managing sensitive messaging.
• Certification in the DEI practice/profession preferred. Massachusetts Commission Against Discrimination (MCAD) trainings a plus.
A successful candidate for this position must pass an extensive background check conducted by the Massachusetts State Police. It includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Dept. of Revenue (DOR).
The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing) . Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
