The Office of Inpatient Management (OIM) Quality and Data Analyst plays an essential role in strengthening the quality, safety, and regulatory compliance of the Department of Mental Health's inpatient system. Duties and Responsibilities (these duties are a general summary and not all inclusive):

• Analyze and synthesize data from multiple sources-including clinical systems, surveys, incident reports, audits, and contract monitoring-to support informed decision-making across DMH inpatient facilities.

• Design, implement, and maintain quality management and performance improvement processes that support consistent, systemwide standards of care and compliance.

• Develop clear, accurate, and timely reports, dashboards, and visualizations using tools such as Tableau and Excel to communicate trends, risks, and opportunities for improvement.

• Conduct advanced data mining and trend analysis to identify patterns related to safety, clinical outcomes, regulatory compliance, and quality indicators.

• Provide analytic consultation and technical assistance to hospital leadership and facility quality management teams to strengthen performance improvement efforts.

• Collaborate with facility leadership and quality staff to ensure compliance with DMH regulations, Joint Commission standards, and CMS Conditions of Participation.

• Recommend system-level improvements, quality initiatives, and corrective actions based on data findings and performance trends.

• Support the development and delivery of training related to quality management, data analysis, and performance improvement methodologies.

• Participate in cross-functional workgroups and committees focused on quality management, risk mitigation, and continuous improvement across inpatient services.

• Ensure data integrity, reliability, and consistency across reporting processes to support meaningful analysis and sustain quality outcomes.

Preferred Qualifications:

• Experience supporting quality management, performance improvement, or compliance initiatives within inpatient, hospital, or behavioral health settings.

• Advanced experience with data visualization and reporting tools such as Tableau, Excel, or similar platforms.

• Familiarity with Joint Commission standards, CMS Conditions of Participation, and regulatory compliance frameworks in healthcare environments.

• Experience conducting data mining, trend analysis, and dashboard development to inform leadership decision-making.

• Knowledge of performance improvement methodologies such as Lean, PDSA, Six Sigma, or comparable frameworks.

• Experience providing analytic consultation, training, or technical assistance to leadership or multidisciplinary teams.

• Understanding of public-sector healthcare systems, particularly state-operated or publicly funded behavioral health programs.

• Experience translating complex data into clear, actionable insights for non-technical audiences.

• Demonstrated ability to lead or contribute to cross-functional workgroups focused on quality, risk management, or system improvement.

• Graduate-level education or specialized training in public health, healthcare administration, data analytics, quality improvement, or a related field

• Demonstrated experience in quality management, performance improvement, data analytics, or program evaluation within healthcare, behavioral health, or a related public-sector setting.

• Ability to analyze, interpret, and apply complex datasets to support policy, program monitoring, compliance, and performance improvement initiatives.

• Advanced proficiency in data analysis and reporting tools, including spreadsheets and data visualization platforms, with the ability to present findings clearly to leadership.

• Knowledge of quality

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
