Project Manager - Group Insurance Commission

About the Agency:

The Group Insurance Commission (GIC) seeks to hire a Project Manager to collaborate with the GIC Chief of Staff in the development, prioritization, and execution of business and information technology projects and initiatives for the agency. The scope of these projects excludes IT Capital Projects, which are under the direction of GIC's Chief Information Officer, an employee of Administration and Finance (A&F) unless the A&F CIO requests the Project Manager's participation. The GIC administers the Commonwealth's health, life, long-term disability, dental and vision insurance programs. The position is located in Boston, MA.

The Group Insurance Commission (GIC) was established by the Legislature in 1955 to provide and administer health insurance and other benefits to the Commonwealth's employees and retirees, and their dependents and survivors. The GIC also covers housing and redevelopment authorities' personnel, participating municipalities, and retired municipal employees and teachers in certain governmental units.

The Group Insurance Commission is responsible for designing, bidding, contracting for and monitoring health insurance, life insurance, long-term disability, and dental and vision services for over 400,000 state employees, retirees, and their dependents. These responsibilities are conducted pursuant to the authority vested in the agency by Chapter 32A and 32B as amended.

The GIC remains committed to systems implementation designed to modernize intensive manual, paper-based business processes, and the Project Manager will contribute to the overall modernization effort within the strategic goals: Member Engagement Transformation, Modernization, and Manage for Value.

About the Position:
The Project Manager will report to the GIC Chief of Staff and will lead short and long-term business and information technology projects at the GIC to ensure the projects are strategically aligned with the agency's mission and the Governor's priorities, closely coordinated with the agency's operations, high quality, non-duplicative, and measurable. The Project Manager will work closely with all departments and agency leadership to ensure projects are delivered on time, within budget and in scope.

Detailed Statement of Duties and Responsibilities:

• Coordinate the implementation of various high priority projects initiated by GIC leadership.

• Develop or improve policies, procedures, and tools to initiate projects, track deliverables, assess efficacy, and propose recommendations; work with staff across the GIC, its members, plan providers, and other partners to monitor and support the implementation of projects and initiatives.

• Participate in the development of strategic plans; promote the utilization of technical services to resolve business problems; manage user expectations.

• Manage projects of varying size and complexity; may oversee multiple projects to ensure proper management.

• Create and maintain project plans; ensure that users and project team members roles and responsibilities are defined; coordinate and monitor activities to ensure project is completed on time and within budget

• Ensures that user requirements, deliverables and approvals are defined and documented.

• Communicate project status; promote use of PMI best practices; ensure the delivery of a product that meets user requirements.

• Ensure that user requirements, deliverables and required approvals are defined and documented.

• Identify issues related to project implementation in a timely manner and resolve them or escalate them to the Chief of Staff when appropriate.

• Communicate project status, and draft reports, presentations, memos, briefings and other communications for GIC leadership.

• Respond to requests from the Chief of Staff or other GIC leadership in a timely manner.

• Lead, or participate in, other initiatives as assigned by the GIC Chief of Staff.

Preferred Qualifications

• Significant experience in project management, including leading complex projects with multiple stakeholders.

• Significant experience in the Commonwealth's IT capital funding process and subsequent project management and reporting requirements

• Significant experience with Agile methodology, practices, and tools

• Qualification in a recognized project management certification program, such as the Project Management Institute (PMI), or equivalent

• Strong writing and public speaking ability; ability to present data clearly in graphic and textual form.

• Ability to meet assigned deadlines on a regular basis.

• Ability to collaborate effectively with GIC colleagues and with external stakeholders.

• Strong computer skills including Word, Excel and PowerPoint.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
