CONTRIBUTORY RETIREMENT APPEAL BOARD

(Boston or Regional Office)

Attorney General Andrea Joy Campbell is looking for a highly motivated individual to join her team as a paralegal in the Contributory Retirement Appeal Board (CRAB).

CRAB reviews appeals arising under G.L. c. 32, the retirement law applicable to public employees within the Commonwealth. The CRAB board consists of an Assistant Attorney General, who acts as the chair, and three additional members, including a designee of the Public Employee Retirement Administration Commission, a designee of the commissioner of public health, and an appointee of the governor. Cases are appealed to CRAB after initial consideration and decision by an administrative magistrate of the Division of Administrative Law Appeals (DALA), who holds an evidentiary hearing and makes findings of fact and rulings of law. CRAB conducts its review based on the record of proceedings before DALA.

Primary Duties: The Paralegal will provide critical administrative and legal support to CRAB, including handling confidential materials, and helping to ensure the highest level of professional at CRAB. They will have frequent contact with party litigants, DALA representatives, and Assistant Attorneys General of the Constitutional and Administrative Law Division (CAdlaw). The Paralegal's responsibilities are as follows:

• Acknowledge all new CRAB appeals, log all party submissions into CRAB's internal tracking system.

• Receive and disseminate retirement decisions from DALA, mail and disseminate CRAB decisions and orders; circulate key documents to CRAB's Chair and principal partners.

• Maintain CRAB's calendar of all deadlines and events, notify parties, and update case dockets accordingly.

• Review party submissions for compliance with CRAB's procedural standing orders and issue notices rejecting nonconforming submissions.

• Organize case and research files, summarize documents, and assist the Chair in preparation for board meetings.

• Draft various procedural and scheduling orders and notify parties of such orders.

• Respond to inquiries from litigants and draft responses to party correspondence.

• Compile records for filing in Superior Court, perform legal research, monitor legislation relating to the retirement laws, and respond to public records requests.

• Perform other duties, as assigned.

Position Type: Full-Time/Non-Exempt. Our current hybrid model includes some remote workdays for most positions. On in-office days, employees are required to report to one of our designated office locations, either in Boston or at a regional office.

Salary: $55,375

Qualifications

• Bachelor's degree or equivalent experience required.

• Experience as a paralegal and experience or interest in administrative law, preferred.

• Effective organizational skills with attention to detail and ability to prioritize tasks.

• Excellent written and verbal communication skills.

• Ability to understand legal information.

• Comfortable working independently and as part of a team.

• Proficiency with Microsoft Office programs and ability to learn case management software.

• Ability to build and maintain relationships with staff and communicate respectfully with members of the public.
