Job Description

Position Summary

Incumbents of positions in this series are responsible for operating, monitoring and controlling multiple state-of-the-art integrated computer systems detecting and responding to facility, traffic and security events, providing immediate and timely notifications to appropriate personnel and documenting incidents.

Duties and Responsibilities

  • Comply with all assignment plans, policies and procedures in operating multiple traffic, facility and security monitoring and detection systems, including radio, telephone and notification systems, and maintain functional familiarity with computer applications, electronic systems, and roadway traffic equipment.
  • Detect and respond to traffic, facility and security events, including analyzing events, classifying accordingly and issuing notifications, creating a record and documenting events, recording all operator and first responder actions take from initial conditions through event closure.
  • Monitor traffic and roadways using available systems and equipment, implementing traffic mitigation response plans during incidents and road work activities, and update traffic and road conditions to traffic reporting agencies and systems in a timely manner.
  • Assist appropriate personnel with troubleshooting of devices, equipment and systems, including reporting system malfunctions, failures, and anomalies to appropriate personnel, generating incident reports, performing system reviews at shift changes to verify system functionality, and cross-check all systems to ensure previous shift activities have bee properly reported and addressed.
  • Maintain regular and continuing communication with all applicable division field incident response personnel, including public safety, life safety, law enforcement personnel, and other agencies during incident response, and coordinate planned construction/maintenance personnel activities as needed. Record incidents for the conduct of after action reviews or investigations, and participate in training drills and exercises.
  • Support staffing needs as required, including servicing overtime needs, updating schedules, completing required documentation, and notifying appropriate managers.
  • Perform any other functions in support of the HOC program mission or any other function deemed necessary by management of the Highway Division or the Massachusetts Department of Transportation.

Qualifications

Minimum Entrance Requirements

Applicants must have at least (A) one year of full time, or equivalent part-time, progressive experience in an operations control or emergency response environment including a traffic, facility, security or public safety center where security and emergency response capabilities were demonstrated on a regular basis or (B) any equivalent combination of the required experience and the substitutions below:

Substitutions

An Associate's or higher degree in a relevant form of study may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirement actually completed.

Special Requirements

Applicants must possess a high school diploma or GED.

A valid motor vehicle operator's license, Class D.

Must be available to work 24/7 at all times including during inclement weather and/or other emergency situations.
