JOB SUMMARY

Reporting to the Deputy Director of Stakeholder Engagement, the External Marketing Specialist is responsible for creating promotional video content for social media, collaborating on promotions and events, and assisting with merchandising in retail sales agent locations. The focus of this role is to promote the Massachusetts State Lottery Commission (MSLC) brand and strengthen relationships with MSLC retail sales agents, players, municipalities, and the general public through storytelling and highlighting excellence throughout the MSLC stakeholder universe.

Additionally, the External Marketing Specialist will provide assistance with retail merchandizing including but not limited to promotional materials in retail agent locations, vending, and event execution. Working with both headquarters and regional office personnel to support agent relations, promotional sales, and agent outreach, this role is considered a liaison between the Marketing and Sales departments.

ESSENTIAL FUNCTIONS

  • Develop and present viable bulk/promotional sales program opportunities and presentations to MSLC management for approval.
  • Work with internal and external teams to initiate, develop and execute marketing support for all lottery initiatives, product launches as well as promotions on all internal and external marketing and media channels.
  • Work in collaboration with the graphic design team to develop compelling and consistent messages across multiple channels.
  • Assist in the maintenance of relevant documentation and project schedules.
  • Present recommendations to management based on data collected from MSLC retail sales agents.
  • Assist with the Marketing Department's outreach and sponsorship initiatives.
  • Build and foster relationships between the MSLC and retail sales agents to drive goals and objectives.
  • Communicate issues presented by MSLC retail sales agents to Regional Offices.
  • Communicate feedback and insights from MSLC retail sales agents to the marketing managers regarding future promotion practices.
  • Order relevant in-field promotional items, ensure their on-time delivery for events, and manage inventory levels.
  • Assist and participate in the lifecycle of MSLC in-person and online events.
  • Ensure the MSLC brand standard is being followed at retail sales agent locations and proactively take corrective action if needed.
  • Produce consistent content across all social and digital platforms from concept to publishing:
    • Collaborate with marketing and communications teams to set objectives and timelines.
    • Comprehend and implement content tailored to consumers, community and retailer insights, to include, but not limited to research, drafting scripts, procuring and applying production supplies, on-camera presenting and interviews, editing and travel across the state of Massachusetts.
    • Monitor social trends and platforms.
    • Track social analytics.
  • Must have a valid driver's license and ability to travel regularly throughout Massachusetts as a primary responsibility of the job.
  • Must be able to work off hours with occasional night and or weekend events.
  • Perform other related duties as required.

Qualifications

PREFERRED QUALIFICATIONS

  • Bachelor's degree in Marketing, Communications, or a related field OR equivalent combination of relevant coursework, projects, or professional marketing experience
  • Excellent knowledge and skills in Adobe, Canva, Word, Excel, and PowerPoint.
  • Experience executing marketing campaigns, promotions, or events from concept through completion, including coordination with internal teams and external partners
  • Experience in capturing content at events or in public-facing settings to support brand storytelling
  • Confident on-camera presence and strong verbal communication skills, including interviewing and public-facing interactions
  • Proficiency with social media management platforms, including analytics and performance tracking to inform and optimize content and campaigns
  • Advanced knowledge of lottery games and products.
  • Strong interpersonal communications skills.
  • Experience working with cross-functional teams with multiple stakeholders
  • Relationship building abilities.
  • Strategic, logical, and creative reasoning skills.
  • Leadership and mentoring skills.
  • Excellent writing and presentation skills.
  • Possess sound judgement with effective decision-making and problem-solving skills.
  • Have the ability to work in a hybrid work environment that includes working from the office, working from home and working on the road.

Salary Range Information

For external applicants who are not current employees of the Massachusetts State Lottery Commission (MSLC), the non-negotiable starting salary for this position is $84,090.55 (Job Grade 24/Step 1).

For current MSLC union employees, the starting salary for this position will be calculated using union promotional rules.
