Position Summary

Incumbents of positions in this series prepare and/or review scientific reports, studies and analytical data of environmental Impacts and environmental processes; perform calculations relating to environmental science problems; determine possible impacts on water, soil, air and public health; measure levels of pollution; identify sources of pollution; and perform related work as required.

The basic purpose of this work is to perform professional environmental analysis duties in such areas as air pollution, water supply and pollution, toxicology, ecology and public health and hazardous and solid waste management in order to locate, abate or control sources of environmental pollutants, all in accordance with applicable laws, rules, regulations, standards and sound environmental science principles and practices.

Duties and Responsibilities

The Environmental Analyst II will be tasked with performing professional environmental analyses and planning duties in such areas as water resource and stormwater management, wetland delineation, permitting and protection, and construction compliance and field inspections, in accordance with applicable laws, rules, regulations, standards, and sound environmental science principles and practices.

The role of District Environmental Reviewer is as follows:

  • Prepares and/or reviews documents such as Requests for Determination of Applicability (RDA), Notices of Intent (NOI), Stormwater Pollution Prevention Plan (SWPPP), Environmental Notification Forms (ENF) and other environmental permits under the supervision of the District Environmental Engineer.
  • Coordinates with the Construction Section and Maintenance Section under the supervision of the District Environmental Engineer.
  • Conducts review of projects for environmental permitting prior to the pre- construction conference.
  • Attends pre-construction conferences and provides guidance on the requirements of environmental permits/documents.
  • Monitors construction projects in the field for compliance with environmental best management practices and contract requirements.
  • Conducts regularly scheduled and documented field monitoring of construction projects.
  • Reviews environmental components of projects under design by applying sound engineering principles/practices, and cost effectiveness.
  • Prepares routine correspondence and maintains records for the District Environmental Unit.
  • Tracks projects from initiation through construction to ensure projects maintain environmental compliance.
  • Represents MassDOT at public hearings and meetings with the Conservation Commissions and other public agencies.
  • Responds to inquiries from governmental entities and the public as they relate to environmental issues under the direction of the District Environmental Engineer.
  • Performs related duties as requested.

This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.

Qualifications

Minimum Entrance Requirements

Applicants must have at least (a) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the following substitutions.

Substitutions

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
