Job Description

The Massachusetts Department of Public Health is looking for a Training Technician III - Education and Training Coordinator based at Tewksbury Hospital. This role offers a unique opportunity to shape and strengthen the learning culture within a dynamic healthcare environment. In this position, you will lead the design, coordination, and evaluation of non-clinical training programs that support staff development, regulatory compliance, and organizational excellence. Working closely with subject matter experts, leadership, and quality teams, you will ensure that education initiatives are aligned with best practices, adult learning principles, and accreditation standards-helping to build a highly skilled and prepared workforce.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Assess organizational training needs by analyzing current programs, regulatory requirements, and leadership feedback to support long-term workforce development.
  • Design, implement, and evaluate non-clinical orientation and ongoing education programs aligned with adult learning principles and organizational goals.
  • Coordinate onboarding processes for new hires, including permanent, contracted, agency, and vendor staff, ensuring timely completion of required training and documentation.
  • Supervise and support Non-Clinical Educators, including assigning work, monitoring performance, and fostering professional development.
  • Deliver training and provide guidance to staff on effective teaching methods and instructional techniques.
  • Ensure compliance with regulatory and accreditation standards, including developing and executing tracer methodologies and maintaining accurate training records.
  • Manage training systems and reporting processes, including tracking completion, analyzing compliance data, and communicating gaps to leadership.
  • Develop and maintain training materials such as presentations, communications, and educational resources to support organizational initiatives.
  • Coordinate training logistics, including scheduling, calendars, speakers, and learning platforms, while supporting department operations as needed.
  • Collaborate with leadership and cross-functional teams to develop policies, procedures, and role-specific competencies that enhance staff performance and organizational effectiveness.

Required qualifications:

  • Knowledge of adult learning theories, training methodologies, and instructional techniques
  • Ability to interpret and apply laws, regulations, policies, and procedures related to training and organizational operations
  • Experience developing, delivering, and evaluating employee training programs
  • Strong organizational and project coordination skills, including the ability to manage multiple priorities
  • Proficiency in creating training materials, reports, and presentations (e.g., PowerPoint, spreadsheets, learning platforms)
  • Ability to communicate effectively both verbally and in writing with diverse stakeholders
  • Demonstrated ability to analyze data and track training compliance and outcomes

Preferred qualifications:

  • Experience working in a healthcare, public health, or government setting
  • Familiarity with regulatory and accreditation standards (e.g., Joint Commission or similar)
  • Experience supervising or mentoring training or education staff
  • Knowledge of learning management systems (e.g., MassAchieve or similar platforms)
  • Experience developing competency-based training and role-specific education programs
  • Strong collaboration skills with the ability to work across departments and with subject matter experts
  • Experience supporting onboarding programs and employee development initiatives
  • Ability to design innovative training approaches, including blended or technology-based learning
  • Experience developing compliance reports and presenting findings to leadership
  • Advanced degree in education, training, organizational development, or a related field

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have (A) at least four years of full-time, or equivalent part-time, professional experience in teaching, instructing or training work which included the planning, development or implementation of educational or employee training programs as a major duty, (B) of which at least one year must have been in an administrative, managerial or supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

I. A Bachelor's degree with a major in education may be substituted for maximum of two years of the required (A) experience.

II. A Graduate degree with a major in education may be substituted for three years of the required (A) experience.


NOTE: Educational substitutions will only be permitted for a maximum of three years of the required (A) experience. No substitutions will be permitted for the required (B) experience.

Education toward such a degree will be prorated on the based of the proportion of the requirements actually completed.

SPECIAL REQUIREMENTS: None.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
