Division Overview:
The Tax Administration Division is responsible for fostering voluntary compliance and narrowing the tax gap by identifying, educating, and auditing noncompliant taxpayers. The Tax Administration Division audits the tax returns of businesses and individuals filed for all tax types, including income, corporate, sales/use, meals, rooms occupancy and special fuels.
Position Summary:
Director of Data Analytics:
- Directs DOR efforts to operationalize data so the Agency can more effectively perform its mission of collecting taxes and fostering compliance. Responsibilities include managing teams and programs to provide data for making strategic decisions on both long-term and short-term issues, selecting, and implementing the best methods for presenting the data, using data to automate large scale compliance programs, and implementing new tools. Evaluates different software, data collection and data management options in collaboration with EOTSS, ANF/IT and others, the Director selects the technologies and oversees their use.
- Is responsible for all aspects of staffing, creating a team of technically skilled professionals who can deliver what is needed to achieve the desired result(s). The Director is also responsible to actively support the professional and career development of their employees, including continuous training and engagement activities and active promotion to foster a culture of diversity, respect, and inclusion.
Duties & Responsibilities:
- Maintain a long-term strategy to provide Data Analytics services to DOR.
- Set quality control and data governance standards for the Data Analytics program
- Set priorities for programs, projects, and tasks consistent with the needs of the business
- Set goals and exercise direction and control over programs, projects, and tasks.
- Hiring and promotions for staff and managing contractors
- Set performance measures and appropriate performance ratings for staff.
- Recommend policy changes or updates
- Oversee budgets and funding priorities
- Recommend allocation of resources
- Recommend changes to workflow
- Recommend strategic priorities

Preferred Qualifications:
- Strong analytical, troubleshooting, and problem-solving skills with ability to understand the various analytical technical tools used
- Well versed with Microsoft Excel, MS Teams, office 365 and other office applications.
- Well versed knowledge of SQL programming (primarily SQL Server Management Studio, PostgreSQL) and ability to understand complicated scripts to identify issues with output.
- Thorough understanding of the GENTAX COTS Warehouse and Discovery Manager along with all code, SQL Queries, and functions.
- Knowledge of R/R-Studio or Python and ability to understand the output to make certain that is desired.
- Experience working with Tableau (Tableau Prep, Tableau Desktop, Dashboards) and Power BI.
- Experience working with Jira, Confluence Github, Bitbucket, and SharePoint.
- Experience working with AWS and the various AWS tools such as S3 bucket, Crawler, Redshift, Athena, Glue.
- Experience in the integration of business intelligence data into the daily operations of the organization to prioritize actions that will result in the greatest return used for Data Cleaning, Data Visualization, self-service analytics, reporting and predictive analysis.
- Experience in business intelligence analysis and design
- Experience with predictive models and a risked based scoring process to forecast behavior, to better understand our customers, and to determine what metrics are critical to the organization
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
