The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce.
General Statement of Duties and Responsibilities
The Deputy Director of Analytics and Reporting is a key member of DCAMM's Office of Finance and Administration's (OFA) management team. The Deputy Director plays a strategic role in providing analytic and reporting services to all agency business units. The Deputy Director plays a critical role in managing a team of 11 to translate Business Unit leadership's analytics and reporting needs.
Responsibilities include:
- Determining analytics and reporting needs to support data driven decision making. Tracking staff time allocation, service delivery priorities, and analytics projects from inception, implementation, and maintenance over time. This includes MS Power BI, specialized geospatial analytics and mapping services (ESRI software).
- Overseeing workflows, problem solving, and staffing allocations to ensure state's land and building inventory is properly maintained and enabling effective work order implementation to assist client agencies in extending the useful life of critical state assets and equipment.
- Translating analytics and reporting necessities to accurate and timely data flows from source systems into our in-house AWS data warehouse for internal reporting purposes.
- Oversight of delivery of specific legislatively mandated reports, including, but not limited to, annual Real Property Report, AMP Design and Construction Annual Report, and others as required.
- Collaborating on strategy and implementation of new IT platforms to support asset management, analytics and reporting while minimizing systems "sprawl" across the agency while controlling long-term costs.

Preferred Qualifications
- Demonstrated knowledge of IT tools used for data analytics and visualization, preferably MS Power BI and others in the Suite of MS Power Platform.
- Background of effective design of data visualization for storytelling and user-friendly dashboard interfaces.
- Effective presentation skills and experience collaborating and communicating with senior organizational leadership.
- Demonstrated ability to collaborate effectively and to elicit business requirements from analytics clients to effectively identify and solve problems for them.
- Knowledge of GIS technology in relation to analytics and problem solving, beyond basic mapping.
- Prior experience with capital construction, facilities work orders and/or real property inventory management. Trimble software and/or IBM Tririga (or IBM's Maximo suite of applications) experience is a plus.
- Demonstrated ability to work with technical teams to trouble shoot data flows and deliver effective analytics products.
- Ability to select and apply appropriate statistical tools to determine validity of data conclusions for decision-making (including Machine Learning, AI tools)
Salary for this role will be determined based on candidate experience and organizational peer equity.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
