Data Governance Lead - Contractor
Job Description
The Department of Mental Health (DMH) is seeking a dynamic individual to serve in a contracted role as Data Governance Lead. This contract position reports to the Director of Strategy in the Data and Analytics Unit. This role supports the Director of Data Strategy of Data and Analytics at the Department of Mental Health (DMH) to provide analytic and technical skills necessary to innovate, build, and maintain well-managed data solutions and capabilities for the DMH.
We are seeking a seasoned and proactive Data Analyst Lead to spearhead our data governance initiatives and ensure the integrity, quality, and security of our organization's data assets. You will be responsible for working with business and IT stakeholders in developing and implementing data governance frameworks, policies, and processes to support our strategic objectives and regulatory compliance requirements. Additionally, you will be responsible for working closely with stakeholders to understand their data needs, gathering and interpreting data, analyzing results, present findings in a clear and concise manner to drive data quality assurance and informed decision-making across the Department.

Duties and Responsibilities (these are a general summary and not all inclusive):
• Develop and articulate the organization's data governance vision, strategy, roadmap, objectives, priorities, and key performance indicators (KPIs).
• Establish governance structures, roles, and responsibilities to that support effective data stewardship and accountability.
• Design, document, and implement data governance policies, standards, and procedures ensuring alignment with regulatory requirements, industry standards, and best practices.
• Define data classification schemes, data ownership models, and data lifecycle management practices.
• Establish data quality standards, metrics, and monitoring mechanisms.
• Implement data quality improvement initiatives and corrective actions as needed.
• Develop and document data security and privacy policies, controls, and procedures ensuring compliance with data protection regulations (e.g., HIPAA) and industry standards.
• Implement metadata management processes, tools, and applications to capture and maintain data lineage, definitions, and dependencies.
• Promote metadata standards and best practices across the organization.
• Provide training and guidance to employees on data governance principles, policies, and procedures based on data management best practices to understand its importance to business operations.
• Establish mechanisms for governance oversight, including regular reviews and audits.
• Monitor compliance with data governance policies and assess effectiveness of controls.
• Prepare and present data governance reports, dashboards, and metrics to senior leadership.
• Planning, designing, developing, testing, and documenting reporting applications to extract, clean, and transform data from various sources, of varying structures (relational, JSON, XML, CSV, etc.), using various methods (e.g. SQL, API, etc.) that ensure accuracy and consistency.

• Collaborate with IT to design and implement reporting applications in production environments.
Preferred Qualifications:
• Extensive experience in data governance, data management, or related roles.
• Proficiency working in regulated healthcare or public-sector environments with familiarity of regulatory requirements and industry standards related to data privacy and security (e.g., HIPAA).
• Strong leadership, communication, and stakeholder management skills.
• Strong analytical and problem-solving skills with attention to detail.
• Plan, develop, and deliver training on data governance and analytics concepts, tools, techniques, and applications.
• Proficiency in working with AWS, SQL Server, Snowflake, Informatica Metadata Command Center, Data Quality (IDQ), Data Governance and Catalog.
• Proficiency in data analysis tools and programming languages (e.g., SQL, Python, R, etc.), including complex queries, procedures, and deep understanding of data warehousing concepts
• Proficiency in working with data visualization tools, e.g. Tableau, Power BI, etc., is desirable.
• Solid understanding of SDLC, Agile/Scrum methodologies
• Participate in training programs and professional development opportunities, including department-specific training requirements.
• Given the population served, bilingual or multilingual fluency
Period of Service:
3/2/2026 - 3/2/2027. Contracts are renewable, subject to the Department approval, performance and allocation of funds

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
