Division Overview:
The Division of Local Services helps Massachusetts cities and towns achieve sound and efficient fiscal management through technical assistance, training and oversight. Its bureaus are responsible for ensuring the fairness and equity of local property taxation, the accuracy and quality of local accounting and treasury management, interpreting state laws that affect local governance, distributing local aid, and maintaining a comprehensive databank on local finances.
About the Role:
We are seeking a detail-oriented Reporting and Visualization Specialist to join our team. This role focuses on creating, maintaining, and updating data products that remain accurate, functional, and aligned with stakeholder needs. The ideal candidate possesses strong attention to detail, effective communication skills, natural curiosity, and passion for providing data-driven insights through visual storytelling. You will work with stakeholders to design and build effective data visualizations that support business decision-making and problem-solving. Significant hands-on experience developing visual analytics solutions using modern BI tools is essential. This position involves analyzing data to design and build BI dashboards in short timeframes via rapid prototyping and agile development. Your responsibilities will include hands-on development and maintenance of all aspects of BI solutions including ETL, data quality, visualization, documentation, and production implementation.
Key Responsibilities:
- Gather Requirements: Work closely with DLS staff and stakeholders to gather requirements for their report, dataset, visualization, and other data publication needs.
- Prepare and Verify Data: Prepare and verify the accuracy of data for report, dataset, visualization, and other data publication needs.
- Design: Design data products so that the information presented is engaging, intuitive, insightful, simple, and actionable.
- Document: Document data products, technical requirements, and data definitions according to guidelines to facilitate future maintenance.
- Develop: Develop insightful, engaging, and actionable data products aligned with stakeholder needs.
- Quality Assurance: Conduct Quality Assurance (QA) work to ensure the accuracy and quality of data products.
- Recognize Problems/Risks: Recognize problems/risks and recommend mitigation strategies to ensure the accuracy and quality of data products.
- Publish: Publish data products using relevant tools and applications.
- Maintain: Maintain data products to ensure they remain up-to-date and relevant to stakeholder needs.
- Collaborate: Work with personnel in other states and federal agencies to obtain data for DLS data products.
- Use of Technology: Use software technology, including, but not limited to, Office Products, SQL, Logi Analytics, Tableau, Power BI, Jira, Confluence, and other tools designated by management.
- Consistent Utilization of Software Tools: Ensure consistent utilization of software tools such as Jira and Confluence following prescribed workflows and feature usage as directed by management.
- Scrum Methodology and Agile Practices: Follow Scrum methodology, including participating in ceremonies (daily standups, Sprint planning, Sprint reviews, retrospectives), estimating work and adhering to agile principles and practices as defined by management.
- Support Tools and Applications: Provide support for the Division's reporting and visualization tools and applications.

As part of the Future of Work initiative, the agency has adopted a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days.

Minimum Entrance Requirements:
Applicants must have (A) at least two years of full-time or equivalent part-time professional or technical experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitutions below
Substitutions:
I. A Bachelor's degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for the required experience
