The Northeast Region of DDS is seeking a dynamic leader with excellent management skills and knowledge of the field of intellectual and developmental disabilities to provide leadership in serving individuals and their families.
The Department of Developmental Services (DDS) is dedicated to creating, in partnership with others, innovative and genuine opportunities for individuals with intellectual disabilities to participate fully and meaningfully in, and contribute to, their communities as valued members.

The Community Systems Director (CSD) functions as a senior-level manager providing essential support to area and regional staff related to the provision of community based support services, including the oversight of RFR approvals to qualify providers for various service codes . The role of the Community Systems Director is to plan, develop, coordinate and administer (at the regional level) programs and activities of the department that relate to and ensure a system of responsive, high quality and cost effective community services. The CSD provides leadership around implementing agency policies, organizing new initiatives, guidance regarding individual cases, and interviewing and hiring key staff for area/regional offices. The CSD assists with Regional recognition activities to support and acknowledge the role of DDS employee in the Region for their work and exemplary performance.
The Community Systems Director supervises the work of Regional leads direct and indirect human services professionals and support staff in multiple disciplines/departments, these include, family support, children's services, autism supports, learning and development, nursing home case management, adaptive equipment, transportation, school to adult transition services, program development, Acquired Brain Injury (ABI) and housing. Work requires the application of advanced administrative techniques in directing and participating in a wide variety of residential, day and individual/ family supports and the ancillary services that augment those supports. Incumbents work with regional managers, local area-level managers and a variety of private and public agencies, and other EOHHS agencies.
The Community Systems Director is a member of the Northeast Regional Management Team and is supervised directly by the Regional Director. The CSD is the back up in the absence of the Regional Director and is kept informed of pertinent issues and situations involving personnel, persons supported and other operational matters , as required, to ensure continuity of knowledge.
Preferred Qualifications:
The applicant should have extensive administrative and supervisory experience in the field of Intellectual and Developmental Disabilities. This includes direct senior level experience in program development, contract negotiations, risk management, resource prioritization, and individual, family and community relations. A background in the field of Intellectual and Developmental Disabilities is essential in order to successfully perform the duties of the Community Systems Director.

Flexibility is required to meet the needs of the Regional office which may include nights and weekends in addition to providing support and planning for all Regional Events.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range
