Job Description
MassHealth is actively searching for a highly organized and personable Clerk to support the office operations of the Electronic Document Management Center (EDMC). The EDMC was established to focus on and streamline client case processing throughout the Commonwealth. The ideal candidate has an eye for detail and passion for providing excellent customer service who is willing to help our office effectively operate every day so that employees can perform to their highest ability.
Incumbents of positions in this series open mail; prepare mail for scanning; scan documents; perform quality control on scanned documents; index scanned documents; operate standard office machines and equipment; and perform related work as required.
The basic purpose of this work is to provide clerical support for an assigned unit or agency. May act as a supervisor over a small number of employees performing less complex duties.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Index, or categorize, various documents used to determine an applicant's eligibility.
- Scan documents into the Electronic Document Management System.
- Search and recover information from various automated systems in order to respond to inquiries or requests.
- Check for discrepancies between source documents keyed data.
- Receive and distribute incoming mail, messages, packages, etc.
- Enter data onto automated logs and spreadsheets.
- Operate standard office equipment, scanners and PC's.
- Review forms, applications, documents, correspondence for accuracy and completeness.
- Compile data for reports.
- Maintain and update activity logs that control daily assignments and workflow.
- Perform other related duties.
Required Qualifications:
- Considerable knowledge of business English, spelling and arithmetic.
- Considerable knowledge of office practices and procedures.
- Ability to understand and apply the laws, rules, policies and procedures governing assigned unit activities.
- Ability to follow written and oral instructions.
- Ability to assemble items of information in accordance with procedures.
- Ability to establish and maintain harmonious working relationships with others and the public.
- Ability to maintain accurate records and prepare reports.
- Ability to work with names, numbers, codes and/or symbols.
Preferred Qualifications:
- Knowledge of the laws, rules, policies and procedures governing assigned unit activities.
- Knowledge of the types and uses of agency forms.
- Knowledge of the proper telephone procedures for making and receiving agency calls.
- Ability to develop effective office work procedures.
- Ability to access Agency's computer system, fax machines and scanners.

Special Requirements:
Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state may be required.

Qualifications

Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in office work, or (B) and equivalent combination of the required experience and the substitutions below:
I. A diploma as evidence of graduation from the commercial or business course of a recognized high school or vocational/technical high school may be substituted for a maximum of one year of the required experience. *
II. A diploma as evidence of graduation from a course other than the commercial or business course of a recognized high school or vocational/technical high school or possession of a Massachusetts high school equivalency certificate may be substituted for a maximum of eight months of the required experience. *
III. A diploma for completion of a one year, full-time, or equivalent part-time, program in a recognized, non-degree granting business or secretarial school above the high school level may be substituted for a maximum or one year of the required experience. *
IV. A diploma for completion of a two-year, full-time, or equivalent part-time, program in a recognized, non-degree granting business or secretarial school above the high school level may be substituted for two years of the required experience.*
* Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
