Job Description
The Massachusetts Commission for the Deaf & Hard of Hearing (MCDHH) is searching for a Chief Procurement & Contract Manager. As the Chief Procurement & Contracts Manager, you will be responsible for reviewing, analyzing, and making recommendations based on various data related to the agency's fiscal, administrative, and programming activities.
The Chief Procurement & Contract Manager will work with staff, contractors, and stakeholders to identify issues, gather data, and prepare recommendations or presentations on administrative processes, procedures, procurements, vendor and contract management, and related topics as needed. As the Chief Procurement & Contract Manager, you will also oversee strategic sourcing activities, including procurement, contract development, and vendor management, while ensuring the smooth operation of the agency's telecommunications and IT systems.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
• Reviews and analyzes agency policies, procedures, work functions, and internal controls to develop methods for improving the agency's work.
• Develops and provides editorial guidance to staff and management as needed and upon request to create a variety of informal and formal written communications.
• Oversees complex agency procurements, including setting objectives, researching options, analyzing, compiling specs, writing solicitations, evaluating responses, developing contracts, and monitoring vendors.
• Monitors financial and administrative aspects of purchase-of-services contractors to ensure effective service delivery and compliance.
• Regularly consults with agency staff to stay informed about work practices, issues, and to identify improvements in objectives, procedures, and policies.

• Monitors policy, procedure, work function, and internal control system changes to ensure proper implementation; adjust strategies when issues occur.
• Collaborates with management to identify and define special studies' purpose, scope, and methodology using internal or external sources; analyzes procedures and data; evaluates findings; and recommends improvements.
• Performs regular quantitative and/or fiscal analysis, selecting the most appropriate method; stays up to date on spreadsheet use, standard procedures, statistical analysis, variance analysis, sampling, and data presentation.
• Manage the agency's telecommunications system by overseeing equipment, troubleshooting issues, handling vendor relations, developing policies, preparing materials, and coordinating with the reception unit.
• Creates clear requests for responses and contracts that follow regulations and are easy for the target audiences of the agency to understand.
• Represents the Agency and stakeholders' needs to procurement oversight agencies and external entities developing policies in Executive Branch procurement.
Required Qualifications:
• Skilled in clear, concise writing for effective idea communication and logical concept development.
• Proficient in procurement techniques, problem-solving, and decision-making.
• Capable of selecting appropriate formats and procedures for information compilation.
• Knowledgeable about organizational behavior and structure.
• Adept at establishing and maintaining harmonious work relationships.
• Knowledgeable in human resource management, including behavioral techniques, planning, forecasting, organizational development, job design, and work simplification.
• Highly skilled in financial accounting, terminology, abbreviations, and sampling techniques. Proficient in creating various data visualizations, including charts, graphs, tables, and reports.
• Proficient in understanding, explaining, and applying laws, regulations, policies, and standards.
• Able to analyze data, draw conclusions, and make recommendations. Independent worker, comfortable handling tasks without precedents or guidelines.
• Accurate record keeper; skilled in gathering information through interviews and record examination.
• Flexible in adapting to new or evolving work requirements.
• Motivates and leads teams effectively.
• Establishes rapport and communicates tactfully.
• Exercises sound judgment and discretion, especially with confidential information.
• Supervises staff by planning, assigning tasks, identifying training needs, motivating, monitoring, and handling disciplinary actions.
• Familiar with supervisory principles, practices, and techniques of supervision.
Preferred Qualifications:
• Familiarity with the policies, rules, regulations, procedures, laws, standards, and guidelines governing assigned activities.
• Understanding of the agency's organizational structure and function.
• Knowledge of the types and uses of agency forms.
• Awareness of the laws, rules, and regulations governing fiscal management, accounting transactions, budget development and monitoring, and other related issues.
• Familiarity with the laws, rules, and regulations governing procurement, vendor management, statewide contracting, RFR development, contract monitoring, and other related issues.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.
II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.
III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
