Job Description

The Department of Transitional Assistance (DTA) is seeking qualified applicants for the position of Chief of Staff. This role serves as a key facilitator of communication between the Commissioner, DTA staff, and external stakeholders.

The Chief of Staff supports the agency's mission by helping to ensure the effective and efficient delivery of services and benefits to low-income individuals and families across the Commonwealth.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Advise the Commissioner in deciding strategic, policy, program, budget and service provision issues
  • Assist the Commissioner with the management, oversight and direction of the agency
  • Design and implement communication and legislative processes
  • Design and implement strategies to align agency managers with the Department's mission, goals, strategy, direction and vision
  • Lead, support and promote organizational effectiveness and efficiency
  • Plan, organize and implement projects and priority initiatives

Preferred Qualifications:

  • Knowledge of legislative and communication policies and strategies.
  • Knowledge of public relations policies and procedures.
  • Knowledge of planning theory and practice.
  • Knowledge of Massachusetts legislative and budget processes.
  • Knowledge of Federal and State laws and regulations governing the functions of the agency.
  • Knowledge of management principles and practices.
  • Ability to achieve the agency's mission and goals through effective planning, communication and management of projects.
  • Ability to communicate agency vision, mission and service policy positions.
  • Ability to interpret policies and procedures in written and verbal responses to requests for information.
  • Ability to conceptualize the decisions and legislative and communication needs of the agency and identify policy and program operations choices and options creatively.
  • Ability to properly assess the impact of outside forces.
  • Given the population served, bilingual or multilingual fluency.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
