Position Summary
Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.
Duties and Responsibilities
- This position will assist the District Survey Engineer with managing District Survey Section contracts and personnel.
- Assists in assigning sub-contractor survey crews and managing oversight of progress related to construction.
- Responsible for procuring and distributing survey data for MassDOT Highway projects.
- Coordinates and prioritizes survey requests associated with Project Development, Bridge, Construction and Maintenance Sections.
- Uses Project Info and other MassDOT databases to keep track of current Department projects, priorities and projected advertisement dates to prioritize survey requests and timelines and update the District Survey Engineer.
- Reviews, verifies and approves invoices for all current contract survey services.
- Review and comment on Subsurface Utility Engineering submissions for conformance to state and federal guidelines.
- Performs State Highway Layout (SHLO's), State Property Line and Construction Layout calculations, volume calculations, Coordinate Geometry calculations using Least Squares and other methods. Performs detailed survey research to identify or establish existing condition data which may include gathering information from registries of deeds, public and private utilities and other sources as necessary.
- Reviews and comments on MassDOT survey base plans and project design submissions for adherence to MassDOT standards as they relate to survey information using the latest MassDOT Survey Manual Standards and Specifications, Project Development and Design Guide and other manuals and guidelines.
- Responsible for managing and maintaining field collected data produced by contractors and or internal staff. To include but not limited to data collector files and field notes from field crews to network server.
- Capable of producing survey base plans in Civil 3D up to current MassDOT CAD and Survey standards.
- Mentor and supervise Junior staff as required.
- Coordinates with District Survey Engineer, other MassDOT sections and external agencies on the inclusion and interpretation of existing condition data such as Lidar point clouds and aerial imagery for MassDOT Projects.
- Attends and coordinates annual training as required to enhance skill levels; computer software training including CAD, design training, policy changes and supervisory/management training.

This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's .

Qualifications
Minimum Entrance Requirements

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions
I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
