Assistant State Construction Engineer (MassDOT HQ Supervising Section Engineer)

Position Summary
The Assistant State Construction Engineer will assist the Deputy Administrator/Chief of Construction Engineering and the State Construction Engineer in overseeing the MassDOT Highway Division Statewide Road and Bridge Construction Program.
This position is critical for ensuring that MassDOT - Highway staff and construction contractors comply with established departmental standards for safety, quality, performance, and cost controls as well as for ensuring that those policies and procedures are implemented consistently across the Commonwealth.
This position follows a hybrid work schedule and requires on site presence three (3) days per week and as required for operational needs.
Duties and Responsibilities
- Oversees assignment of Construction personnel and projects within MassDOT Headquarters and monitors/evaluates staff performance and workload to ensure accurate and timely completion of work tasks.
- Manages the processing of contract amendments (extra work orders, time extensions) and contractor payments (additional funds, etc.) for construction projects; includingoversight of contract payments, budgets, financial documents, funding, and fiscal year financials; and makes recommendations related to annual construction section and program spending.
- Manages the processing of agreements (city/town, utility agreements, railroad agreements) and related payments etc. for construction projects.
- Develops new and updates existing Standard Operating Procedures (SOPs), construction directives, and construction policies to ensure consistent, uniform, and compliant methods statewide in accordance with federal and state regulations.
- Represents HQ Construction by serving on various working groups / committees as required, such as the Claims Committee, Specification Committee, Prequalification Committee, various IT committees for Construction Systems/ Applications, etc.
- Reviews and evaluates construction bids, identifies high and low unit process for quantity accuracy, requests bid justification from the contractor, obtains input from the designer and prepares letters of recommendation as to the award of the contract.
- Provides technical guidance on scheduling, commodity price adjustments, incentive/disincentive program, and finals process.
- Develops and facilitates construction training activities, including instruction related to safety standards, operational procedures, and construction methods for HQ Const. and the Districts.
- Responds to and coordinates with district offices, contractors, and other agencies to resolve procedural, technical, and operational construction issues and maintain effective working relationships.
- Other duties as assigned, such as: Acts as the State Construction Engineer when absent; serves as the signatory designee for the Chief Engineer for the Construction Section; coordinates responses to FOIA requests, media inquiries, and public information related to construction activities.

Preferred Qualification
- Construction and engineering experience on road and bridge projects.
- Ability to multitask, ability to accomplish work objectives when few precedents or guidelines are available, ability to make decisions and to implement them, ability to sort out information and identify what is relevant to the question at hand, ability to deal with people, ability to lead and inspire.
- Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; evaluating work through periodic reviews; determining employee's training needs and providing or arranging for such training.
This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.

Qualifications
Minimum Entrance Requirements

Applicants must have at least (A) nine (9) years of full-time or equivalent part-time, experience in civil engineering work in such areas as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least seven (7) years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity.
Substitutions
I. An Associate's degree with major in civil engineering or civil engineering technology may be substituted for maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.
III. A Master's degree with a major in civil engineering may be substituted for maximum of two years of the required (A) experience and one year of the required (B) experience.
IV. A Doctorate degree with a major in civil engineering may be substituted for maximum of two years of the required (A) experience and two years of the required (B) experience.
*NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, construction management, survey, hydraulics, design, transportation, structural, soils, environmental, drafting, highway, architectural, mining, airport, and materials.
NOTE: Education towards such degree will be prorated based on the proportion of the requirements completed.
NOTE: No substitution will be permitted for the required (C) experience.
SPECIAL REQUIREMENTS: Based on assignment, incumbents may be required to have a current and valid Class D Driver's License.
The incumbent is expected to report for work in declared emergencies as directed by the supervisor.
