Senior Manager, Site Safety & Environment

Job Objective:

Co-work and synergy with all the stakeholders in Coca-Cola Shanghai site, including R&D, GCM OU and CPS, to drive environmental and safety compliance and system implementation, and ensure all the practices and operations comply with the requirement of company and government regulation. Initiatives to promote safety culture cross the site by conducting the relevant actions and programs with the measurable results. Build up and keep appropriate health relationship with external key stake holders as single contact

Site Safety & Environment direct report to Plant GM

Plant Environment direct report to QSE manager

Key Areas:

PART A: Lead Site Safety and Environment (50%)

1. Ensure safety and environment legal compliance of the whole campus, by coordinating x-functional activities and driving continuous improvement through Site campus safety committee.

2. As right contact manages the communication with local authorities and ensure timely and appropriate interaction from all functions in the campus.

3. Set up site safety and environment performance objective and actively implement action plan to meet or exceed the objective.

4. Build up solid safety and Environment system following relevant ISO system standard

5. Continuously build up organization capability of safety and environment management

6. Communicate the applicable company requirement and mandatory regulations to site personnel, including recommendation on best practice and improvement actions to support site personnel to meet the safety and environment standards. 7.Implement company safety standards and guidelines and work with site personnel to identify the potential safety/health hazards covering production, warehousing, logistics and processes etc. to eliminate safety potential risks.

8. Consolidate the training needs, develop the safety and environment training programs and conduct training to strengthen the employees' awareness & skill on EOSH.

9. Develop and monitor overall safety and environment performance of the site. Identify and interpret applicable EOSH regulations to recommend priorities and improvement actions, including developing safe work practices and measures with line personnel to monitor conformance through safety and housekeeping inspections.

10. Organize the compliance internal audits of safety and environment in the site and finalize the audit reports. Support other function safety and environment managers to follow up the corrective actions.

11. Organize incident investigation and facilitate root cause analysis to eliminate root causes and drive continuous improvement.

12. Coordinate and drive high quality execution of incident CAPA

13. Coordinate establishing and maintaining a documentation system to keep record, communication materials, inspection & audit reports/materials etc. to ensure documentation meet the management requirement of safety and environment system.

14. Prepare safety and environment statistics, analysis, and reports (e.g., accidents, monthly report) for internal and external safety and environment requirements.

PART B: Lead and implement environmental operation in CPS plant (40%):

  • Lead to develop, implement and maintain Environment Management System, ISO system and KORE.
  • Set up environment policy and standard through Safety & Environment Manual.
  • Establish environment system through procedures.
  • Conduct audits periodically and follow up meeting to enforce effectiveness of environment system.
  • Guide visitors (contractors, vendors, etc.) to follow environment requirements.
  • Work with authorities and professional bodies to enhance environment friendly workplace by liaising with local authority officer in plant inspection, closing none compliances (if any) and following up implementation of all action items. Support various campaigns which are organized by local authority / professional bodies.
  • Develop, implement and maintain WWTP operation system. Supervise the 3rd party on-site operation to ensure comply with local authority requirements.
  • Liaise with third party to monitor the disposal of solid and chemical waste according to company and local authority requirements.
  • Measure, monitor and improve energy and water usage ratio, and work with all parties (Operation teams and vendors) to improve the usage through good saving practices, friendly saving devices and others.
  • License management of Toxic, Flammable, Hazardous Materials and Products comply with local authority requirements, such as DG manufacturing certificate (危险化学品生产许可证). Liaise with local authority in factory inspection - such as chemical usage, storage, and disposal compliance.
  • Develop, implement and maintain WTP operation system to ensure quality of water comply with KORE before it is release for production.
  • Work with third party to monitor and appraise performance of pest control implementation, and ensure pest control programs are in place at all time.
  • Lead plant in developing and implementing new local or international requirements, such as Carbon Footprint. Plan and organize resources and budgets to support implementation of new requirements.
  • Organize and conduct related training programs, campaigns and provide updates to all departments to upgrade their awareness and knowledge regarding the environmental management in the plant;

Part C: Backup in Plant Safety and Health Management System (10%)

Safety Risk & Environment Aspect/Impact Assessment and Management

Training & Communication including developing tools and program to ensure EHS message is consistently and regularly delivered.

Lead or assist the conducts of safety committee meeting

Develop, implement and maintain Safety and Health Management System, OHSAS 18001

This position is a key decision maker in environment and safety scopes either internally or externally.

Internal:

Lead plant's operation to comply with the most updated local regulation and company KORE requirements.

Provide operational budget and capital projects to improve safety and health condition of workplace.

Work closely with superior to set implementation priority in safety and health and environment requirements compliance.

Cooperate with EOSH team to improve EOSH culture and management system.

External:

Guide visitors (contractors, vendors, suppliers, etc.) to comply with company environment and safety requirements.

Liaise with external authority to ensure the compliance at safety & health and environment requirements practically from business point of view.

Liaise with external authority to support site x-function team on environmental related scopes.

This position makes decision to maintain and enhance safety and environment operation performance.

Education & Professional Qualification:

  • University/Bachelor's degree in chemical Engineer(化工) fields is required.
  • Certified Safety Engineer issued (注册安全工程师) by Chemical industrial or DG manufacturing company is required.
  • Enterprise and DG enterprise safety management certificate is required.
  • Certified environment engineer is preferred.
  • Certified fire-fighting engineering certificate is preferred.

Language Requirements:

Excellent written and oral English & Chinese skills.

Travel Requirements:

Up to 5% of work time under normal conditions.
