Role and Major Responsibilities of Position

Capital Portfolio and Site Master Planning:

  • Coordinate the development and prioritization of the annual and long-range capital plan.
  • Lead and maintain the Site Master Plan, providing a roadmap for future capacity, infrastructure, technology, sustainability, compliance, and operational requirements.

Project Initiation and Business Case Development:

  • Work with the Business Sponsor and project owner to define the business need, strategic alignment, expected benefits, costs, risks, challenges, and options.
  • Coordinate technical and financial feasibility studies before significant investment commitments are made.
  • Ensure the Business Case remains the governing justification for the project throughout delivery.

Project Charter and Scope Definition:

  • Develop and maintain the Project Charter following initial project approval.
  • Clearly document what is in scope and out of scope.
  • Develop and coordinate User Requirement Specifications with project owners and end users.
  • Quantify the expected impact of projects where possible, including cost, productivity, capacity, headcount, utility consumption, quality, safety, or sustainability improvements.

Engineering Design and Project Planning:

  • Coordinate feasibility analysis, basic design, detailed design, and technical reviews.
  • Finalize P&IDs, functional design specifications, layouts, equipment specifications, and other required engineering documentation.
  • Obtain final quotations and confirm budget requirements before execution.
  • Identify and analyse risks, assumptions, dependencies, constraints, and mitigation actions.

Project Execution, Monitoring and Control:

  • Coordinate construction, equipment installation, contractor activities, testing, and site integration.
  • Lead the multidisciplinary project team and ensure responsibilities, deliverables, and deadlines are clearly understood.
  • Coordinate regular project reviews and provide accurate status reports to sponsors, steering teams, Finance, and plant leadership.

Financial and Commercial Management:

  • Prepare project cost estimates, capital forecasts, cash-flow plans, financial justifications, and funding requests.
  • Ensure that expenditure takes place only after appropriate authorization.
  • Control project commitments, purchase orders, invoices, accruals, forecasts, and capitalization.
  • Ensure commercial dealings are competitive, transparent, ethical, and properly documented.

Safety, Quality, Environment and Food Safety:

  • Integrate occupational safety, environmental, food safety, hygiene, quality, and security requirements into every phase of the project.
  • Ensure designs comply with CPS engineering requirements, legal obligations, hygienic-design principles, and applicable Company standards.
  • Ensure contractors are appropriately selected, inducted, trained, supervised, and evaluated.
  • Ensure compliance with permit-to-work and other applicable critical safety controls.

Commissioning, Qualification and Verification:

  • Develop and coordinate commissioning, qualification, start-up, and ramp-up plans.
  • Ensure input/output checks, safety tests, dry runs, wet runs, and relevant performance tests are completed
  • Coordinate Factory Acceptance Tests and Site Acceptance Tests where applicable.
  • Support stabilization of the new process or equipment after start-up.

Handover, Closeout and Benefits Support:

  • Ensure completed assets are formally handed over to Operations and Maintenance.
  • Confirm that operating procedures, maintenance plans, recommended spares, warranties, manuals, drawings, safety documentation, and asset records are complete.
  • Obtain formal acceptance from the project sponsor and accountable end users.

Financial/ Job Scope

  • Coordinates civil, mechanical, electrical, automation, process, utility, infrastructure, safety, sustainability, and manufacturing projects.
  • Manages a capital portfolio that may amount to approximately US$13 million annually, subject to the approved Business Plan.
  • Manages multiple projects of varying complexity, value, risk, and operational impact.
  • Evaluates project options and supplier proposals based on technical compliance, safety, quality, cost, timing, capability, and total cost of ownership.
  • Maintains financial control over budgets, commitments, expenditure, forecasts, project changes, and capitalization

Minimum Requirements for Position:

  • Bachelor's degree in mechanical, Electrical, Civil, Chemical, Industrial, Process Engineering, or another relevant engineering discipline.
  • Proven experience in engineering and maintenance within a manufacturing environment.
  • Technical Skills in mechanical, electrical & civil engineering
  • More than 5 years' experience as a Project Engineer Mechanical /Electrical/ Industrial / Chemical.
  • Working knowledge of safety measures and ISO related requirements.
  • Requirements Analysis, Design Skills, Project Management, Manufacturing Methods and Procedures, Process Improvement, Technical Understanding, Documentation Skills, Safety Management, Supervision, CAD
  • Proficiency in project management software, AI tools, and industry-specific technical knowledge
  • Financial acumen
  • Strong communication, leadership, problem-solving, adaptability, and emotional intelligence
  • Teamwork and coordination skills.
  • Time management, prioritizing, planning and self-direction skills.
  • Ability to assess project performance, interpret data, and make informed decisions
  • Continuous improvement and Operational Excellence knowledge
