Job Description:

Department Overview

Treasury and Balance Sheet Management ('TBSM') manages TD Bank's Canadian and US P&C's non-trading market risk, consolidated liquidity risk (trading and non-trading), and capital positions. In addition, TBSM operates the Bank's funding, securitization, and capital management programs.

The Liquidity Risk Management ('LRM') group's mandate within TBSM is to manage the Bank's liquidity position for the Retail Bank (Canada) and Wholesale Bank (TD Securities, 'TDS') in accordance with the global liquidity risk management frameworks and policies. Delivering on this mandate involves measuring and managing changes in TD's Retail and Wholesale Bank cash flows, liquidity levels, collateral pledging requirements, wholesale funding profile, and future needs - under normal and stressed conditions - relative to approved limits and the emerging global / regional regulatory liquidity standards.

The Senior Manager, Wholesale Liquidity Risk Management opening is an exciting opportunity to engage in the Bank's Liquidity Risk Management framework and apply it to the Wholesale Banking Business. The role offers an avenue to enhance knowledge of the TD Securities Wholesale Business, the financial products and balance sheets of the underlying businesses, along with the measurement and management of the liquidity risks inherent.

The Senior Manager, Wholesale Liquidity Risk Management, is a key member of the Wholesale Liquidity Risk team working to advise, forecast, and manage the complex liquidity needs of TD Securities.

Job Responsibilities:

  • Lead and develop a team of Treasury professionals responsible for TD Securities' liquidity risk management working to ensure there is sufficient liquidity reserves to meet the needs of both regulatory and internal liquidity metrics.
  • Manage and maintain a robust forecasting process in support of the management and instructions of the Wholesale Bank's liquidity needs, including Liquidity Coverage Ratio (LCR), Net Cumulative Cashflows (NCCF), Net Stable Funding Ratio (NSFR), and internal requirements.
  • Work with various partners across TDS and the Bank to ensure the current liquidity position liquidity outlook and related balance sheet recommendations are clear and well understood.
  • Acts as a key advisor on the liquidity position to ensure that TDS businesses have actional insights and recommendations that prudently manage liquidity risk while achieving business line objectives.
  • Provide insights and analysis to continuously improve the Bank liquidity management and advise senior management and various committees (e.g., ALCO, GLF).
  • Provide leadership on important liquidity initiatives, including annual policy reviews, regulatory inquiries, and ad hoc funding and liquidity analyses.
  • Ensure that appropriate policies, procedures, and accountabilities are documented and followed to maintain an effective and well controlled process.
  • Collaborate closely with other Wholesale Liquidity pillars, including 'Assumptions & Methodologies' and 'Liquidity Applications & Implementation', to ensure successful liquidity measurement and management of new products, assumptions or technology implementations.

Job Requirements:

  • Demonstrated Experience - Experience in Treasury, Capital Markets, Liquidity Risk Management, and/or Finance/Accounting
  • Strong Analytical and Critical Thinking Abilities - Well developed analytical skills, comfortable dealing with complex business situations.
  • Aptitude for Problem Solving - The ability to navigate and solve ambiguous and unstructured problems.
  • Excellent Stakeholder Management - Fostering an open dialogue and a positive working relationship with key stakeholders across the organization.
  • Effective Communication - Ability to relate complex financial concepts in terms understandable to all audiences.

  • Grounded Leader - A track record of motivating and developing individuals into a high performing team, while developing a positive and inclusive team culture that values growth and development.
  • Change Management - Have a track record of making an impact, managing key deliverables, and driving change.
  • Operational Excellence - Strong skills in process development, efficiency and control enhancements. This includes building and improving operational processes with technology partners.

Education & Experience Requirements:

  • 7-10 years of experience in related fields of finance, accounting, bank treasury, capital markets.
  • Post-secondary degree in Finance, Business, Risk and/or Economics.
  • Valued designations: CPA, FRM, CFA, MBA
  • Prior knowledge of trading and wholesale banking products and businesses strongly preferred
