Job Description:

TD Securities Financial Regulatory Technology team is looking for a Java/Scala Development Lead to lead a team implementing solutions in alignment with the firm's technology strategy. The team is responsible for providing technology solutions for TD's reporting obligations to the Central Bank of Ireland and the European Banking Authority.

Position Overview

The candidate will work on projects related to the implementation and delivery of strategic financial reporting initiatives. This critical function ensures accurate reporting of trades to various regulatory jurisdictions (such EU, Singapore, Canada and the USA) involving complex financial calculations.

Scala is used extensively in the Financial Regulatory Technology team to build ETL systems for extracting and loading data from various source systems and transforming it into formats used by our business teams to analyse and cleanse the data, and as input to generate regulatory reports.

The candidate will lead a team of Scala / Java developers building these systems and work extensively with our business analyst and QA teams to ensure delivery of our solutions to business stakeholders. The candidate will also ensure the application meets all its obligatory regulatory and audit requirements such as data security, application security, user and access management.

We are seeking an experienced Java or Scala development lead, with a proven track record as a team lead. The candidate must have very strong Java or Scala experience. Candidates without Scala experience must demonstrate a strong willingness to learn Scala and ideally have some experience in another functional language. The candidate must be pro-active and self-driven, with great communication and management skills.

Key Responsibilities:

  • Lead a development team of 4-6 Scala developers, building ETL solutions for regulatory data requirements. Provide guidance to the team on implementation, architecture and design, review pull requests and implement software development best practices.
  • Work with technology business analysts and QA to understand regulatory and business requirements, define technology solutions, and understand how they can be implemented in a strategic and efficient way.
  • Communicate development issues and priorities to business stakeholders. Help prioritise incoming business and technical requirements and refine them into work items for the team.
  • People management responsibility for the team. Provide support to the team in meeting the team's and their personal performance objectives.
  • Liaise with infrastructure and engineering teams to define hardware and system requirements. Define DevOps requirements for the team and work with the engineering team to ensure they are implemented.
  • Assist with L3 Production Support and lead the team in supporting ongoing application maintenance and changes. Help to resolve any production issues if they occur.
  • Ensure applications meet all relevant regulatory and audit requirements.
  • Proactively manage issues from discovery to resolution.

Requirements / Qualifications

  • 2+ years experience leading a Java or Scala development team.
  • 8+ years Java experience or 3+ years Scala experience.
  • 3+ years experience with MongoDB or another NoSQL database preferred. Equivalent SQL experience is acceptable.
  • Experience with ETL systems, REST APIs, JSON. Experience with streaming libraries such as Akka/Pekko Streams or Java equivalents.
  • Pro-active with excellent communication skills. Highly organized with strong problem-solving and prioritization abilities.
  • Experience in financial services and capital markets preferred.
  • Experience with Jira/Confluence (or similar tools) to manage project scope, progress and deliverables.
  • Some experience with cloud technologies preferred.
