Job Description:
The Head of Risk Identification, Catalog and Measurement (RICM) (US) is accountable for the development and implementation of enterprise-wide strategies, methodologies, policies, frameworks, and guidelines. This leadership position requires flexibility and adaptability and a high degree of initiative to implement new enterprise practices and processes. Responsible for Risk Identification, Risk Catalog, Risk Event Scenario Measurement Program, Concentration Risk Program, and Stress Testing ERM integration. In each case, this role is responsible for engaging with senior stakeholders across Risk Management, Lines of Business, and support functions to ensure risks are appropriately identified, assessed, and reflected in key Enterprise Risk Management programs, including scenario measurements and stress testing.
Depth & Scope:
- Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
- Maintains an up-to-date catalog of the Bank's risks, inclusive of timely assessments of the relative degree of risk they have on the bank (inherent and residual)
- Performs "deep-dive" hypothetical risk event scenarios on the bank's largest risks
- Participates in the generation of Stress Testing scenarios (i.e. DFAST, EWST)
- Generates and integrates ERM risk, measurements, vulnerabilities, etc. into Stress Testing Programs
- Facilitates the generation of key risk inventories related to TDGUS events (I.E., M&A acquisitions, Geopolitical, etc.),
- Ensures risk is appropriately identified, managed, and assessed across the enterprise
- Owns the Risk Identification, Catalog and Measurement (RICM) program which is a key input into Dodd Frank Stress Testing (DFAST), as well as BAU risk management processes (e.g. ESG Risk, Risk profiles, etc.)
- Owns the Concentration Risk Management program, which is accountable for the monitoring and identification of concentration risks in the bank, particularly in the case of non-financial risks (e.g., operational risk, technology, etc.)
- Deploys data and analytics to identify key risk trends, vulnerabilities and other insights that help to inform other risk programs, including those within Enterprise Risk Management, the Risk Management organization overall, and 1B
- The scope of this mandate covers all business lines and corporate functional areas in the Bank
- As a subject matter expert, interacts with senior leaders of Risk Management and the wider risk management community in the business and corporate segments, as well as other control functions and occasionally with external partners and advisors and regulators
- Develop and implement robust reporting processes to assess and monitor the effectiveness of governance frameworks/adherence to standards that reside under their mandate
- Researches best practices for banking governance matters and socializes with senior leaders as appropriate
- Acts as the primary internal subject matter expert and develops organization capability around risk identification and concentration risk processes aligned with TD's operating model and risk strategy

Education & Experience:
- Bachelor's degree preferred
- 10+ years of risk, financial, project management experience and/or operations experience
- Excellent verbal and written communication skills, presentation skills and problem solving skills
- Superior interpersonal skills, with the ability to influence and obtain consensus among key stakeholders
- Works well in fast-paced environment with the ability to manage various tasks simultaneously and work with changing priorities, while respecting competing deadlines
- Strong organizational and follow up skills, coupled with careful attention to detail and accuracy
- Ability to work independently and rationalize recommendations to senior management and executives
- Ability and flexibility to work in a fluid and deadline-oriented work environment
- Proficient computer skills, including Microsoft Office applications (Excel, Word, PowerPoint)
Customer Accountabilities:
- Develops, communicates, and implements a holistic governance and control strategy for own specific business function in support of and integrated with the overall business strategy
- Manages and plans activities that require alignment across multiple areas
- Leads the implementation of regulatory change management and provides guidance to the team in the development and/or integrated implementation of policies/procedures/changes across multiple business/functional areas
- Leads partnership with management and respective teams for area of specialization with industry, enterprise, and business awareness, recognizing and anticipating emerging trends and identifying issues and opportunities and recommending actions to senior management
- Ensures all administration, control, and compliance activities are complete and accurate to meet targets for own area
- Ensures an integrated and aggregated view of all related business risk and control activities across the overall function providing escalations, recommendations, and decision support to leadership
- Forecasts programs/initiatives and demand, and coordinates prioritization of the portfolio/initiatives with key stakeholders
- Provides functional/business level communications to ensure messages to stakeholders and/or employees are consistent, appropriate, and aligned to business risk strategies and executive management direction
- Provides direction to complex, wide ranging enterprise or cross-function/business projects as an SME and participates in
- designing, testing, and implementation of solutions
Shareholder Accountabilities:
- Works closely with senior management to develop business plan, ensuring the optimal use of resources and leverages TD's operating model to maximize efficiency, effectiveness, and scale
- Leads interface and relationships with corporate and/or control functions to ensure alignment with enterprise and/or regulatory requirements
- Assesses/identifies key issues and escalates to appropriate levels and relevant stakeholders and business management where required
- Identifies, mitigates, and reports on risk issues per enterprise policy/guidance and ensures appropriate escalation processes are followed
- Ensures business operations are in compliance with applicable requirements (e.g., financial controls, segregation of duties, transaction approvals and physical control of assets)
- Leads or contributes to cross-functional/enterprise initiatives as an SME helping to identify risk/provide guidance for complex situations
- Manages oversight process, risk-based identification, and monitoring of related risks and regulatory compliance across the supported functions, while ensuring key controls and processes are effectively managed
- Oversees or leads the facilitation and/or implementation of action/remediation plans to address performance/risk/ governance issues
- Protects the interests of the organization - identifies and manages risks, and escalates non-standard, high-risk transactions/activities as necessary
- Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite
Employee/Team Accountabilities:
- Responsible for management of the overall team providing both leadership, guidance, and expertise; ensures team adheres to enterprise frameworks and methodologies
- Supports team in staying knowledgeable on emerging issues, trends and evolving regulatory requirements and assesses potential impacts to the Bank
- Leads a high performing team; provides on-going feedback and performance reviews, coaches and develops employees, and ensures performance management activities are undertaken and completed for all employees
- Leads the process of setting performance objectives for the team; tracks, monitors, and effectively addresses and/or rewards performance in a timely manner
