  • Act as Chief Compliance Officer (CCO) for TCTC, focusing on providing compliance oversight over Private Trust and Wealth registered plans activities
  • Assess the adequacy of, adherence to, and effectiveness of day-to-day RCM controls applicable to TCTC and TD Wealth trust activities, TD Wealth Private Banking, TD Wealth Insurance Services, and TD Wealth Advisory Services based on independent monitoring and testing conducted and other data sources and indicators, using a risk-based approach.
  • Lead and maintain the Compliance Program and conduct risk program for in-scope businesses to assist the businesses in upholding a strong culture of compliance and provide independent oversight of the management of compliance with applicable laws, regulations and guidelines using a risk-based approach
  • Oversee second line monitoring and testing of in-scope businesses
  • Share early indications of significant regulatory issues that could materially impact earnings or reputational risk with Business Segment leaders of in-scope businesses
  • Provide compliance and applicable regulatory reporting, including actual or potential non-compliance including emerging trends and risks.
  • Represent Compliance on applicable committees and forums for in-scope businesses.

As AVP, Wealth Compliance:

  • Oversee, and manage regulatory risk across Wealth business lines and in-scope businesses by providing executive ownership of Compliance assessments of Wealth's risk management environment as well as Wealth self-assessment and Compliance's policy development & maintenance to ensure adherence and alignment to Enterprise standards as well as timely, effective and efficient issues identification, management reporting to ACoB, ERMC, Wealth Risk Committee and Wealth and Compliance business leaders.
  • Provide trusted, independent and objective guidance and strategic insights to Wealth business leaders on identifying and managing regulatory compliance.
  • Lead TD' strategic engagement and relationship management with regulators of in-scope business, as well as Wealth and non-Wealth regulators with support from the TD Wealth legal entity CCOs, and/or industry associations on regulatory changes, trends, emerging risks, and business priorities. Maintain positive, honest, transparent and constructive relationships with in-scope regulators.
  • As determined by CSET, provide Wealth Compliance Department Regulatory Compliance Management (RCM) Assessment to support the CCO Opinion which assesses effectiveness based on the degree of maturity in implementing, executing and evidencing each key element and process of the Enterprise RCM Framework.
  • Lead enhancement of the Compliance program to effectively respond to changing/increasing Compliance oversight mandate and ensure alignment with the evolving Enterprise RCM Program and Standards.
  • Assess the governance, procedures and reporting that support and facilitate the execution of the Enterprise RCM Framework elements and processes and fulfillment of the TD Compliance Department's mandate.
  • Maintain practices and procedures to communicate regulatory compliance requirements and standards and to manage regulatory risks
  • Provide executive leadership to drive efficiency and effectiveness improvements in Wealth Compliance by accelerating technology enablement, business process improvement and the use of collaboration tools, enhanced data analytics, automation and machine learning to advance the Wealth Compliance programs leveraging TD expertise.
  • Act as a thought leader across Compliance in addressing significant challenges and issues.
  • Develop and maintain robust relationships between Senior Business Management across TD.
  • Where assigned, lead, assess and/or facilitate execution of remediation activities to address issues or matters impacting Wealth Compliance and/or other Compliance Units

Experience and Skills:

  • 10 + years' relevant work experience
  • University degree required: Post Graduate degree preferred;
  • Relevant training and industry certifications, including registration as Chief Compliance Officer (accreditations, proficiencies and course completions, e.g. Canadian Securities Course)
  • Regulatory experience and experience in compliance or risk management programs is highly-desirable, with preference for candidates who can demonstrate development of program elements and/or implementation of regulatory change management
  • Deep regulatory, financial industry and operational knowledge and proficiencies
  • Ability to assess compliance risk to prioritize issues.
  • Strong Control/Risk Management mindset.
  • Forward looking and able to drive and implement change
  • Data fluency & leveraging technology to drive productivity and effectiveness improvements
  • Strong people leader which facilitates the Carrying out TD's People Strategies to attract, retain, develop and engage a highly qualified team
  • Ability to manage large number of complex issues and priorities effectively at the same time, and juggle priorities as demands warrant.
