Job Summary

Program Managers are responsible to plan and manage programs relative to attaining cost, schedule, and performance goals. Interface with customers (both internal and external) to communicate requirements such that all parties are working together to achieve the program goals.

Responsibilities and Tasks

  • Provide key technical and programmatic insight to Vice President of Programs and Senior Leadership Team.
  • Manage the cost, schedule and requirements of assigned programs.
  • Responsible for P&L performance of program.
  • Manage program lifecycle: development, engineering, manufacturing & end-of-life.
  • Manage customer relationships: voice of the customer (VOC).
  • Negotiate key issues with the customer, both financial and program based.
  • Working knowledge of risk/opportunity management and defense contract types
  • Identify growth opportunities within current programs.
  • Develop bid strategy and coordinate bid efforts.
  • Expertise in creating, analyzing data and performance metrics to support program decisions
  • Analyze financial information relative to bids and program progress.
  • Support BDM in customer pursuit and lead generation.
  • Key liaison between company and internal/external customers.
  • Prepare and supply information for annual sales plans and budgets.
  • Travel to support customer and program meetings.
  • All other duties as assigned.

Required Education and Experience

  • 4-year degree from an accredited university in Business, Project Management, or related field OR a combination of education and relevant experience.
  • A minimum of 12 years of experience managing government programs.
  • Earned Value Management (EVM) experience is required.

Required Qualifications

  • Must possess or be able to acquire a DoD Secret Security Clearance.
  • U.S. Citizenship is required.
  • Demonstrated analytical problem solving.
  • Strong negotiation, interpersonal and communication skills.
  • Thorough understanding of the Defense acquisition and budget process.
  • Proficiency with Microsoft Office Suite, including Microsoft Teams.
  • Ability to travel domestically and internationally, when required.

In addition, demonstrated capabilities in the following areas will support success in this role:

Critical responsibilities to include:

  • Apply principles of earned value management methods and tools to assess a programs' health including the establishment of an integrated baseline.
  • Develop an in-depth understanding of program documentation, requirements, expectations and deliverables, i.e. the RFP, proposal, contract, SOW, assumptions, constraints and CDRLs.
  • Ensure Work Breakdown Structures are created and maintained for each assigned program.
  • Ensure program schedules are created, monitored and have weekly status updates.
  • Adhere to applicable ITAR, TINA, FAR, Export Compliance, EMD, Safety, and Security requirements.
  • Apply risk management techniques including mitigation plans and steps to minimize cost, schedule and performance impacts and assess the feasibility of alternative investment approaches.
  • Monitor performance to ensure compliance with contractual requirements.
  • Monitor product quality, design and technology to ensure consistency with contractual requirements.

Additional experience to include:

  • Functional/Technical skills in RF communications systems, Command and Control systems, computers and related applications.

PMI PMP certification desired!
