Responsibilities and Tasks

  • Manage the end-to-end sourcing process for indirect categories, including facilities services, construction projects, IT equipment/software, and administrative support contracts.
  • Apply expert knowledge of FAR/DFAR, and other federal acquisition requirements to ensure full compliance in all procurement activities.
  • Analyze multiple requirements to satisfy the requirements of the requesting program or department and are in the best interest of the company.
  • Place purchase orders as needed while monitoring supplier performance for adherence to quality, schedule, and cost commitments; resolve issues to avoid operational disruptions.
  • Draft and issue RFQs/RFPs, evaluate supplier proposals, lead negotiations (terms, pricing schedules, and technical requirements), and award purchase orders or subcontracts.
  • Partner with internal teams (Facilities, IT, Finance, HR, Operations, Legal, Contracts) to define requirements, create Statements of Work, and develop acquisitions strategies.
  • Generally, will exercise judgment within defined procedures and practices to determine appropriate actions in line with company policies of good, ethical purchasing practices and maintain complete and auditable procurement files in accordance with CPSR and company standards.
  • Prepare management and analysis reports on a weekly, monthly and quarterly basis. Perform other related duties as necessary to support procurement department.
  • Safety: Ensure that all assignments are performed in compliance with all applicable Federal, State, and Company safety and health regulations, and where applicable, proper personal protective equipment is utilized.
  • Travel, as required, to meet with Suppliers and other appropriate representatives to discuss and satisfy matters that cannot be taken care of in the plant.
  • Provide guidance to junior buyers and contribute to continuous improvement initiatives in procurement processes.
  • May assist other individuals in expediting delinquent shipments and resolving other associated problems. May provide work direction to other employees in the department.
  • May be responsible for determining material requirements from engineering and production schedules and maintaining inventory at appropriate level.

Education, Experience, Licenses and Certifications

  • 7+ years' purchasing or subcontracting experience with a U.S. Government Military subcontractor possessing an approved procurement system (CPSR).
  • 7+ years' FAR/DFAR regulated purchasing or subcontract experience.
  • Bachelor's degree in Supply Chain Management, Business Administration, or related field.
  • Competency working with MS Office Suite (Excel- pivot tables, VLOOKUP; Word; PowerPoint) and MRP/ERP systems.
  • FAR and DFAR regulated purchasing experience, regulatory compliance.
  • Demonstrate experience and successful results in negotiation skills and strategies.
  • US Citizenship is required

Skills and Abilities

  • May require ability to obtain and maintain US security clearance.
  • Oracle database experience preferred
  • CPIM or CPM certification preferred
  • Experience managing electronic, electromechanical, and/or molded plastic component procurement.
  • Thorough understanding of operations principles (JIT, MRP, TQC, and CRP) required.
