HR Data and Process Governance Lead
Mission:
Data and Process Governance Lead/ Senior Expert owns the design, deployment, and continuous improvement of the regional Data Governance Operating Model for People (HR) Operations. This role ensures that HR data, processes, and controls are harmonized and standardized across European markets while remaining compliant with local legal, labor, and data protection
requirements (e.g., GDPR and country-specific employment law).The role sits at the intersection of data management, process excellence, and stakeholder leadership: translating Global HR data strategy into a regional operating reality and feeding regional and local insight back into Global standards. It requires credibility and analytical depth to engage Leadership, HR Business Partners, COEs, IT, Legal/Compliance, and Global Process Owners as genuine thought partners, not just service recipients.

Your IMPACT:
- Define and continuously enhance the regional HR Data Governance framework, including data ownership, stewardship, standards, and decision-making processes.
- Drive harmonization of HR processes and data structures across countries while ensuring compliance with local legal and regulatory requirements.
- Establish and lead governance forums, stakeholder networks, and escalation mechanisms to ensure effective data governance execution.
- Partner with HR, Digital/HRIS, Legal, Compliance, and Global teams to align data, processes, and system capabilities.
- Develop, monitor, and improve HR data quality through KPIs, root-cause analysis, and corrective action plans.
- Ensure compliance with GDPR, labor regulations, internal controls, and audit requirements across the region.
- Maintain regional process and data standards documentation, identifying and managing approved local variations.
- Lead change management and stakeholder engagement activities to drive adoption of governance practices and harmonized ways of working.
- Build governance dashboards, scorecards, and reporting to track data quality, governance maturity, and standardization progress.
- Translate data insights into clear recommendations, influencing leadership decisions and prioritization of process and data improvement initiatives.
Your Profile:
- Approximately 10 years of experience in Data Governance, Data Management, Data Quality, or related roles, preferably within HR, Shared Services, or Operations environments.
- Master's degree (or equivalent) in Data Management, Data Science, Business Analytics, Statistics, Strategy, HR Process Management, or a related field; relevant certifications (CDMP, CIPP/E, Lean Six Sigma, PROSCI, PMP/PRINCE2, HRIS or BI tools) are an advantage
- English fluency required; additional European languages are a plus.
- Proven expertise in designing and implementing data governance frameworks, including data stewardship models, RACI structures, policies, and standards.
- Strong experience working across multiple European countries with knowledge of local regulatory requirements and global standardization practices.
- Demonstrated ability to collaborate effectively with HR, HRIS/Digital, Compliance, Legal, and Global Process Owner teams within complex matrix organizations.
- Track record of leading data, process harmonization, and transformation initiatives through influence rather than direct authority.
- Solid understanding of HR data ecosystems, HRIS/HCM platforms, reporting tools, and analytics solutions.
- Strong analytical, problem-solving, and data storytelling skills, with the ability to translate complex insights into executive-level recommendations.
- Deep knowledge of data privacy, GDPR, compliance, risk management, and audit requirements in European markets.
- Excellent stakeholder management, change management, and project leadership skills, with a collaborative and consultative approach.
