Category Manager, Indirect Procurement (Contingent Labor & MSP)

Role Overview
This role leads the design and execution of a global Total Workforce Management (TWM) strategy, covering contingent labor, outsourced services, and professional services. The Category Manager will co-develop the workforce strategy with HR and translate it into sourcing, governance, and operational models.
The role is accountable for building and scaling a global Managed Service Provider (MSP) and Vendor Management System (VMS) ecosystem, ensuring visibility, compliance, and cost optimization across all external workforce categories.
You will drive commercial value, enforce governance, and improve workforce decisions through close collaboration with HR, Finance, Legal, and business stakeholders.
Key Responsibilities
Total Workforce Strategy & HR Partnership
- Co-develop the Total Workforce Management strategy with HR, covering contingent labor, outsourced services, and professional services
- Define workforce segmentation, including when to use employees, contractors, or outsourced models
- Align procurement and HR policies on hiring channels, compliance, and talent access
- Build decision frameworks and governance models for workforce intake and approvals
- Define and execute a global category strategy across multiple labor categories, including white-collar contractors, IT/engineering SOW, and HR services
- Lead end-to-end design and deployment of MSP and VMS solutions globally
- Standardize processes including intake, supplier selection, onboarding, time tracking, and offboarding
- Establish rate cards, supplier panels, and compliance frameworks across regions
- Lead global RFPs for MSP providers, staffing agencies, and professional services suppliers
- Negotiate complex commercial models including rate cards, markups, and outcome-based pricing
- Identify savings through demand management, rate benchmarking, and workforce optimization
- Drive cost transparency and total cost of ownership across labor categories
- Act as the procurement lead for workforce-related topics with senior business stakeholders
- Partner with HR, Finance, and Legal to ensure compliance with labor laws, co-employment risks, and internal policies
- Implement governance for exception management, escalations, and approval workflows
- Educate stakeholders on workforce strategies and sourcing channels
- Manage MSP performance against KPIs such as time-to-fill, cost efficiency, and compliance
- Drive continuous improvement with suppliers on quality, speed, and innovation
- Lead regular business reviews and performance tracking
Required Qualifications
Experience
- 5 to 8 years in indirect procurement, with strong exposure to workforce categories
- Proven experience in MSP and VMS implementation or management
- Experience working across multiple labor categories, including contingent labor, outsourced services, and professional services
- Experience in global or matrix organizations
- Strong understanding of workforce models, labor market dynamics, and rate benchmarking
- Deep knowledge of MSP and VMS operating models and ecosystem
- Ability to design sourcing and governance frameworks across different labor categories
- Strong analytical skills with tools such as Excel, Power BI, or Tableau
