As a Supply Chain Subcontracts Administrator - Level 3 or Level 4, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position can be located in either Huntsville, AL or Boulder, CO.
Responsibilities:
Successful candidate will source and procures specialized goods and services
Owns contractual management of the supplier
Responsible for source selection from contract proposal to execution phases
Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users
Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
Prepares Request for Proposal package, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules

Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
Manages and leads supplier financial forecasting accuracy
Candidate will also manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
Basic Qualifications:
Bachelor's Degree and 5+ years of experience in government contracting -OR- Master's Degree and 3+ years of government contracting experience for a level 3
Bachelor's Degree and 8+ years of experience in government contracting -OR- Master's Degree and 6+ years of government contracting experience for a level 4
Familiar with FAR provisions and GSC policies and procedures
Ability to obtain & maintain a DoD security clearance (US Citizenship Required)
Strong knowledge and proven historical performance of cradle to grave subcontract administration
Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the NGC acquisition process
Experience preparing and presenting briefings to leadership (internal/external)
Demonstrated skill and ability to perform professional tasks
Strong organizational skills
Problem solving aptitude to develop solutions and drive resolution to a variety of problems of moderate scope and complexity
Ability to provide accurate supplier invoice and accrual forecasting
Ability and willingness to contribute to the completion of organizational projects and goals
Must have the ability to obtain and maintain a U.S. Government DoD security clearance (Secret, Top Secret; etc.)
Strong knowledge of Microsoft Office Applications
Preferred Qualifications:
Master's Degree
Current & active DoD security clearance
Experience managing major subcontracts
Experience managing various subcontract types (Firm Fixed Price, Cost Plus Incentive or Fixed Fee, Time & Material, Labor Hour, IDIQ, etc)

Primary Level Salary Range: $89,900.00 - $141,200.00Secondary Level Salary Range: $106,800.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
