We are looking for you to join our team as a Staff Chief Engineer based out of Sykesville, MD.
Chief Engineers act as the definitive technical authority for all aspects of engineering on all program elements (hardware/software/support/test) and leads a multi disciplined engineering team managing the technical performance of the program meeting cost and schedule requirements including subcontracted elements. Coordinates requirements development, hardware/software design, verification, and validation activities. Ensures that the program is adhering to sound engineering processes in the development, production, test and sustainment of products for our customers and is compliant with company policies, procedures, and quality standards. Maintains cognizance over technical activities within program IPTs and ensures horizontal integration of the best engineering practices across the company. Continually coordinates with the systems engineering and program integration team (PIT) leader to ensure the execution of program statement of work and baselines and serves as the technical point of contact with the customer. There is one Chief Engineer per program.
This Chief Engineer will join the Sykesville, MD Engineering and Sciences (E&S) team supporting the Power / Control Systems (P/CS) Operating Unit (OU). Sykesville programs encompass a large range of customers with Power and Control Systems needs but primarily designs for US Navy platforms at sea. With a long history of serving the fleet, we are excited to expand our team with this opening and continue increasing our support.

Lead and direct cross-functional engineering teams during proposal, design, manufacturing, and delivery phases of products in development and production phases

Support proposal development and new program acquisition efforts

Interpret statements of work assigned by program leadership.

Develop and execute to meet project budgets and schedules, including Earned Value Management System (EVMS), critical path management, Estimates-at-Completion (EACs), and workload forecasts.

Interface with functional departments to secure team staffing

Work with suppliers and be able to articulate project requirements.

Brief internal and external customer leadership on progress of work assigned.

The selected candidate will perform in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings.

The ideal candidate is expected to be self-motivated, highly organized, and detail oriented and possess effective verbal and written communication skills.
Typical Responsibilities Include:

Basic Qualifications:

Bachelor's Degree in Engineering or STEM-related discipline with 12 years of experience, or 10 years with a Master's Degree and 8 years of experience with a Ph.D.

Candidate must have good communication skills, strong interpersonal skills, and good oral and written presentation skills.

Leadership experience should include at least five of the following: project planning, cost and schedule management and tracking, technology management, risk management, performance reporting, proposals, manufacturing support, vendor selection and management, hardware specification, and program staffing.

Experience in Electrical, Digital, Power, Mechanical Designs or Embedded Processing

U.S. citizenship with the ability to obtain and maintain a DoD Secret clearance. Interim secret clearance required to start.

Preferred Qualifications:

Experience as a technical lead, Integrated Product Team (IPT) lead, or other leadership role in a program office or business function with demonstrated team building, organizational, and interpersonal skills.

Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects.

Experience directly managing or leading engineering teams

Fluency with developing and executing project schedules.

Basic understanding of the Design, Manufacturing, and Test process

Problem-solving experience in a team environment

PMP certification a plus

Primary Level Salary Range: $135,800.00 - $203,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
